PYONGYANG - Een nieuwe top tussen Noord-Korea en de Verenigde Staten is „nutteloos” tenzij de Amerikanen nieuwe concessies doen om het nucleaire overleg vlot te trekken. Dat zei een Noord-Koreaanse topfunctionaris nadat president Donald Trump had gehint op een nieuwe ontmoeting met de Noord-Koreaanse leider Kim Jong-un.

Trump en Kim hebben elkaar meerdere keren ontmoet sinds juni vorig jaar. Toch lijkt de afgelopen maanden weinig vooruitgang te zijn geboekt in het overleg tussen hun landen. Pyongyang heeft de VS tot het einde van het jaar gegeven om met een nieuw voorstel te komen.

De president riep Kim zondag per tweet op „een deal te sluiten” en sloot het bericht af met „zie je snel.” Noord-Korea reageert daar nu koeltjes op.
Topfunctionaris Kim Kye Gwan klaagde volgens staatspersbureau KCNA dat de VS „tijd rekken terwijl ze doen alsof ze iets bereikt hebben.”

„We gaan de president van de VS niets geven om over op te scheppen omdat we daar niets voor terug hebben gekregen ”, aldus de functionaris.
De Verenigde Staten eisen dat de Noord-Koreanen hun nucleaire- en raketprogramma ontmantelen. Het regime van Kim wil af van de zware sancties waar het onder gebukt gaat.

PRESIDENT DONALD TRUMP has walked back a plan to ban flavored e-cigarette products after being warned there could be backlash from voters.

Advisers to the president told The New York Times that Trump was persuaded by advisers to back off the plan during a flight to a political rally in Kentucky earlier this month. After the conversation, the president canceled a press conference that would have included Health and Human Services Secretary Alex Azar.

Another meeting was scheduled in its place, according to the Times.

Earlier this month, Trump tweeted that he would be meeting with representatives of the vaping industry, as well as medical professionals and state representatives to "come up with an acceptable solution to the vaping and e-cigarette dilemma."

At the time, sources said the announcement was a surprise and no such meeting had been arranged.

Trump announced a proposal to ban flavored e-cigarette products after dozens of people were diagnosed with severe vaping-related lung injuries. While the proposed ban had been garnering support, sources told the Times that Trump chose to retreat from it on the recommendation of his advisers and vaping industry lobbyists.

Several months ago, the Centers for Disease Control and Prevention (CDC) advised people to avoid e-cigarettes while federal and state officials investigate an ongoing nationwide outbreak of severe lung injuries associated with the use of e-cigarette, or vaping, products.

Even though the agency announced that vitamin E acetate (an ingredient added to some THC products) appears associated with this vaping-related illness, officials stressed that their findings remain inconclusive, and more than one chemical could be contributing to lung damage. With no single cause yet identified, the agency continues to double down on its cautionary advice.

“E-cigarette use is never safe for youth, young adults, or pregnant women,” said CDC’s Dana Meaney-Delman, MD, who is leading the agency’s response to the outbreak, which emerged this past summer. The CDC further warns against using any vaping products that contain THC; buying devices from “informal sources, including friends and family” and modifying or adding substances to e-cigarettes. For adults using the devices to quit smoking, the advice is to “weigh all risks and benefits and consider using FDA-approved nicotine replacement therapies.”

Since that time, federal and state officials have reported thousands of cases and dozens of deaths related to a newly identified lung disease that the CDC has named EVALI (the acronym stands for e-cigarette or vaping product use-associated lung injury).

More than 44,000 students took part in the 2018 annual survey of drug, alcohol, and cigarette use in 8th, 10th, and 12th graders. About 37% of 12th graders reported vaping in 2018, compared with 28% in 2017. Vaping of each substance that was asked about increased. This includes nicotine, flavored liquids, marijuana, and hash oil.

“Vaping is reversing hard-fought declines in the number of adolescents who use nicotine,” says Dr. Richard Miech, who led the study at the University of Michigan. “These results suggest that vaping is leading youth into nicotine use and nicotine addiction, not away from it.”

“Teens are clearly attracted to the marketable technology and flavorings seen in vaping devices,” explains Dr. Nora D. Volkow, director of NIH’s National Institute on Drug Abuse. “However, it is urgent that teens understand the possible effects of vaping on overall health, the development of the teen brain, and the potential for addiction.”

President Trump’s top policy official said he thinks the Food and Drug Administration (FDA) is wasting its time by regulating tobacco products.

Joe Grogan, the head of the White House Domestic Policy Council, told reporters on Friday that the FDA would be better off focusing its efforts on approving drugs that help people, rather than tobacco, which has “no redeeming qualities.”

Meanwhile, former FDA Commissioner Scott Gottlieb pushed back against Grogan, almost as his remarks began circulating.

“The regulation of tobacco products was one of the most productive uses of my time as FDA Commissioner,” Gottlieb said in a tweet.

“It’s one of FDA’s most important public health missions … [and] must remain top priority for FDA,” Gottlieb added in another post.

Trump te spreken over ontmoeting met Powell

(ABM FN-Dow Jones) De voorzitter van de Federal Reserve, Jerome Powell, is maandagochtend op bezoek geweest op het Witte Huis om te praten met president Donald Trump over de Amerikaanse economie en het monetaire beleid van de centrale bank. Dit meldden zowel de Fed als Trump.

Trump, die vaak kritiek uit op de centrale bank en zijn voorzitter, sprak van een goed en beleefd gesprek. "Alles van rentes tot negatieve rentes, lage inflatie, verruiming, dollarsterkte en het effect op de maakindustrie, handel met China, de EU en andere landen, is besproken", zei de president op Twitter.

Trump vindt dat de sterke dollar en relatief hoge rentes de Amerikaanse economie schaden.

In een verklaring zei de Fed maandag dat Powell tegenover Trump geen verwachtingen ten aanzien van het monetaire beleid heeft uitgesproken, maar wel heeft benadrukt dat het beleidspad volledig afhankelijk is van de inkomende macro-economische data, die van invloed kunnen zijn op de economische vooruitzichten. Dit zei Powell vorige week ook al voor het Amerikaans Congres.

Verder heeft Powell duidelijk gemaakt dat de Fed een monetair beleid uitstippelt waarmee een maximale werkgelegenheid en stabiele inflatie worden ondersteund en dat deze besluiten objectief worden genomen, zonder politieke invloed.

The verdict is in on President Trump’s 2017 corporate tax cut: It didn’t work.

The tax cut’s backers said reducing the corporate tax rate from 35 percent to 21 percent would increase the average household income by $4,000, raise economic growth above 3 percent and even pay for itself by generating more tax revenue. As the Wall Street Journal’s Greg Ip noted in a recent column, “Nearly two years later, none of those things have happened, and there is scant sign that they will.”

Michael Mazerov, senior fellow with the Center on Budget and Policy Priorities, a nonpartisan research and policy institute based in Washington, D.C., analyzed data for North Carolina’s job growth and overall economic growth since passage of the tax cuts. His conclusion: “Looking back to when (the cuts) started at the end of 2013, the state has underperformed most of its neighbors in terms of overall economic growth as measured by GDP.”

In terms of gross domestic product (GDP) from the fourth quarter of 2013 through the second quarter of 2019, Mazerov said North Carolina lags behind three of its four neighboring states. North Carolina’s GDP growth was 27.2 percent, better than the U.S. (26.1), but less than Georgia (32.6), South Carolina (33.1) and Tennessee (29.2). North Carolina did outpace Virginia (20.9), but Virginia’s growth was skewed by changes in federal spending, particularly automatic cuts in defense spending required by sequestration.

In terms of private sector job growth since 2013, North Carolina showed a 13.9 percent increase, better than the U.S. average (11.9) but less than Georgia and South Carolina (both 15.3).

“The bottom line is that North Carolina, like Kansas before it, has shown that cutting taxes does not have much, if any, positive impact on job creation,” Mazerov said.

What drives state economies, he said, is state spending on education, transportation and amenities such as parks.

Mazerov said, “States are shooting themselves in the foot when they cut taxes and cut back on investments in these crucial building blocks of the state economy.”

House general counsel Douglas Letter told the US Court of Appeals for the District of Columbia Circuit about why the House now needs access to grand jury material Mueller collected in his investigation.

Lawyers for the House of Representatives revealed on Monday that they have reason to believe that the grand-jury redactions in special counsel Robert Mueller’s report show that President Donald Trump lied about his knowledge of his campaign’s contacts with WikiLeaks.

The attorneys made the stunning suggestion in a court filing as part of the House Judiciary Committee’s bid for Mueller’s grand-jury materials, which have remained secret by law.

Witnesses in the trial included a cast of Trump-world characters like former White House strategist Steve Bannon and former Trump campaign deputy chairman Rick Gates, a key cooperator in Mueller's investigation. Both emphasized the campaign's interest in hacks and leaks dating back to April 2016.
During the trial, prosecutors revealed several phone calls between Trump and Stone, including a July 2016 conversation in which, Gates testified, Trump and Stone spoke about the planned release of hacked Democratic emails.
In his written answers to Mueller, Trump said he didn't recall his conversations with Stone, nor discussions about WikiLeaks and the Democratic hack.

One of the key points Mueller investigated was whether the Trump campaign had interacted with WikiLeaks or Russian intermediaries in 2016 when Moscow was using WikiLeaks for its operation to subvert the US presidential campaign (which was mounted in part to help Trump win). Trump refused to be questioned in person by Mueller and his investigators. Instead, he agreed to answer written questions on a limited number of subjects. Several of the queries Mueller submitted to Trump focused on whether he was ever told Stone had been in touch with WikiLeaks and whether he or anyone associated with his campaign had spoken to Stone about WikiLeaks. In his written response, Trump replied, “I do not recall being told during the campaign that Roger Stone or anyone associated with my campaign had discussions with any of the entities named in the question regarding the content or timing of release of hacked emails.” He also noted, “I do not recall discussing WikiLeaks with [Stone], nor do I recall being aware of Mr. Stone having discussed WikiLeaks with individuals associated with my campaign.” And Trump, who has boasted of possessing a prodigious memory, claimed to have “no recollection of the specifics of any conversations I had with Mr. Stone between June 1, 2016” and Election Day. The impression Trump provided: as far as he knew, he and his campaign had had nothing to do with Stone and WikiLeaks.

Mueller’s report characterized Trump’s responses as “inadequate.” Zelinsky’s opening statement suggests Stone’s trial could show Trump’s statements were false.

A federal appeals court in Washington is considering whether the Justice Department must immediately release to Congress secret grand-jury materials from former special counsel Robert S. Mueller III’s investigation.

At the Monday hearing, the U.S. Court of Appeals for the D.C. Circuit is reviewing a lower-court ruling that requires disclosure of evidence the House Judiciary Committee says it needs in its “urgent efforts” to determine whether President Trump committed impeachable offenses.

Last month, Judge Beryl A. Howell, chief of the U.S. District Court for the District of Columbia, found that the House was legally engaged in a judicial process that exempts Congress from grand-jury secrecy rules.

The Justice Department’s appeal is being heard by a three-member panel made up of Judges Judith W. Rogers, Thomas B. Griffith and Neomi Rao.

Justice Department attorneys say the material should be off-limits because impeachment trials are not “judicial proceedings” but a legislative function carried out by lawmakers. There is no exception to grand-jury secrecy rules for impeachment proceedings, the department said in court filings.

House lawyers told the appeals court in filings that lawmakers need to view the materials to “aid the House in determining whether the President committed impeachable offenses, including attempted obstruction of the Special Counsel’s investigation of Russian interference in the 2016 Presidential election and solicitation of Ukrainian interference in the 2020 Presidential election.”
