Coking Coal Prices Surging towards USD 400 FOB Mark

While India’s primary steel mills using BF BOF route to make steel should be watching the trends in seaborne coking coal prices, which have surged by USD 130 per tonne in September resulting in incremental steel making cost by about INR 13,000 per tonne, with great concerns brokerage firms and analysts are yet to react to media about the impact on Indian steel mills. As anticipated, iron ore price have slid below USD 100 mark while coking coal prices have surged to USD 400 mark this week, and there no signs of stoppage or reversal. Benchmark 62 Australian iron price assessment corrected by USD 8.97 per tonne DoD to dip to USD 92.98 per tonne CFR Qingdao, while IHS Markit increased its assessment for Prime Hard Low Vol coking coal to USD 383 per tonne FOB Australia, up USD 3 per tonne DoD. While the fall in iron ore prices is compensating the increase in cost of steel making on account of surging coking coal prices for pure play steel mills dependent on imports of both input materials, the impact on Indian steel mills, which buy domestic iron ore, is much more leading to severe erosion in their all-time high per tonne EBIDTA of INR 20,000-30,000 seen in Q1 & Q2.

Tata Steel Long Products & Vedanta Bid for Incab Industries

According to reports in local media, Tata Steel Long Products Limited, Vedanta Limited and Delhi based real estate firm One City Infrastructure Private Limited have submitted their expression of interest in response to a notice issued by Kolata bench of National Company Law Tribunal appointed Resolution Professional of Incab Mr Pankaj Kumar Tibrewal for 100 year old cable maker Incab Industries. The expression of interest submitted by the three entities is subject to scrutiny by the Resolution Professional. The last day for submission of the expression of interest was September 16.

The next hearing of NCLT's Calcutta bench on Incab Industries is slated on November 8.

Setup in 1920, Incab Industries was a prominent manufacturer of electric cables in India. In the mid 1990s, Malaysian promoter Leader Universal Holdings Berhad took over the company, but it started suffering losses and slid deeper in the red. Ultimately it had to be referred to the Board for Industrial and Financial Reconstruction in 1999. Later, the case was also taken up for hearing at the Appellate Authority for Industrial and Financial Reconstruction. However, both the statutory bodies were dissolved on December 1, 2016 paving the way for National Company Law Tribunal, which helps in the revival process of sick industries.

National Company Law Appellate Tribunal recently directed that the Calcutta Bench of the National Company Law Tribunal appoint a new RP who would collate all the claims submitted by the creditors and form a committee of creditors. However, Kamla Mills and one Fasqua Investment Pvt Ltd would not be part of the CoC. The NCLT Calcutta had ordered liquidation of Incab, which was set aside by the NCLAT.

Incab Industries has a number of corporate and non-corporate entities with outstanding liabilities of crores of rupees. Many companies have submitted their claims in the Expression of Interest issued by Resolution Professional. The claimants include Tata Steel, Fireworth Financial Services Ltd, Bhid Plastic Industries, ICICI Bank Ltd, Sakshi Suppliers, Classic Co-Operative Housing Society, Pranav Catering Services, Pegasus Estates Re-Construction Ltd, Life Insurance Corporation of India, Oriental In Source Company Limited, United India Insurance Company Limited, Punjab National Bank, National Insurance Company Limited, Atul Sethia, Dungri Devi Sethia & Sunita Sethia, Tarun Sethia among others.

Incab Industries has immovable properties in many states across the country. Apart from the Jamshedpur plant, it has corporate offices in Kolkata, a plant in Pune and also the company’s office in Connaught Place, New Delhi. In the year 1920, 171 acres of land was allotted by Tata Steel to Jamshedpur-based Incab Industries for running the plant, including staff quarters, hospital and community centre. The matter is pending in the Jharkhand High Court over who is the owner of Incab Industries.

TMK Qualified to Supply Line Pipes for Sakhalin-2 Project

Russian Pipe Metallurgical Company TMK has successfully passed Sakhalin Energy's qualification for the supply of linear oil and gas pipes for the transportation of hydrocarbons within the Sakhalin-2 project. Pipes produced by the Volzhsky Pipe Plant will be able to be supplied for onshore and underwater parts of oil and gas pipelines. TMK enterprises can potentially supply partners with high-tech large-diameter pipes that are resistant to deformation and low temperatures, which is important given Sakhalin's climatic and seismic conditions.

In 2014, Sakhalin Energy invited TMK to start cooperation on premium casing, at the same time both parties signed a Memorandum of Understanding and began cooperation to qualify TMK's premium pipe products in accordance with international standards. The first deliveries of TMK products for the Sakhalin-2 project took place in March 2017. Since 2018, upon completion of the international qualification of one of the diameters, the company has been shipping premium casing pipes with TMK UP PF threaded connections to partners.

VTZ is the supplier of premium pipe products for Sakhalin Energy. Successful cooperation of the companies in this area continues, at the moment the qualification of premium-class pipes of other diameters is nearing completion.

Italian Steel Federation Warns against High Energy Prices

Reuters reported that Italy's steel manufacturers' federation Federacciai’s President Mr Alessandro Banzato said that energy prices are not yet a problem for steel production in Italy, but action may be needed to prevent further price rises. He told "I don't see this danger at the moment. But if in the future we can't find a way of curbing prices then some kind of reasoning in this regard will be needed. In the last 4-5 months we've seen increases in power and gas that are on the verge of the incredible which could undermine future development and growth.”

Energy is the second-biggest driver of costs for steel-makers in Italy after the price of raw materials.

Italy is looking to review the way electricity bills are calculated in an effort to curb prices at a time when energy costs are running high. Italy’s Energy transition minister Mr Roberto Cingolani last week said that retail power prices in Italy were set to rise by 40% in the next quarter, driven by higher international gas prices and carbon permit costs.

Primetals Electric Arc Furnace Starts at ATI Latrobe in USA

Primetals Technologies announce the start-up of an electric arc furnace it supplied to global specialty materials producer ATI for its Latrobe Pennsylvania in USA facility. The arc furnace is designed to process a wide range of input materials and will replace equipment coming to the end of its useful life. The project also included the hydraulics for furnace movement and automation systems.

Primetals Technologies engineered the electric arc furnace especially for foundry applications: It is suitable for melting as well as for refining. The EAF is designed as an alternating current system, so it is optimally equipped for the specific requirements of small batches, varying charge sizes and discontinuous production. AC arc furnaces can be operated with or without hot heel. In particular, smaller casting shops that produce a large number of different steels rely on a rapid changeover of production. This lowers costs, reduces maintenance and increases the availability of the EAF. It also permits an economical batch process since the steel solidifying on the ground between batches cannot cause any damage. Additionally, increased efficiency and state-of-the-art furnace controls will significantly minimize environmental emissions.

The furnace is as well equipped with a furnace pressure control device which is connected to the upgraded dedusting system, improving the environmental situation in the plant.

The new furnace is part of ATI’s transformation of its Specialty Rolled Products business, expanding advanced capabilities through a highly efficient footprint to serve customers in aerospace, defense and other highly demanding markets. The new furnace increases flexibility and reliability while reducing energy consumption and maintenance requirements.

JSPL Upgrades Rail Inspection Line with Automation Technology

NDTV reported that Jindal Steel & Power has upgraded its rail inspection line to provide specialty rails for its customers such as metro rail networks in India, IRCON and other such subsidiaries of Indian Railways. JSPL announced that it has equipped the complete set for this line with fifth generation cutting edge automation technology. The technology includes an online profile cum surface inspection system from the Next-sense of Austria, a new ultrasonic testing machine and a 360 degree brushing machine from Alpine Metal Tech of Austria

Jindal Steel and Power is the only producer of the head hardened rail grades 1080 HH and 1175HT for a heavy axle load of over 25 tonnes and high-speed application in India. The rail producer has also supplied R350 HT grade rails for overseas customers.

Vallourec Participates in DNV’s H2Pipe Joint Industry Project

Global seamless pipe giant Vallourec is a core member of DNV’s recently launched H2Pipe Joint Industry Project for the development of the world’s first guideline for the transport of hydrogen gas in existing and new offshore pipelines. Hydrogen has a key role to play in the energy transition, with enormous potential to help carbon-heavy industry shift towards clean, alternative energy. With an increasing number of projects being studied or already under development, it is imperative that a global standard be established to ensure the safety and reliability of hydrogen infrastructure and to offer operators a guideline they can base their construction on. With this goal in mind, DNV, one of the world’s leading certification bodies for the energy market, recently launched a JIP for the development of the world’s first guideline for transport of hydrogen gas in existing and new offshore pipelines. Vallourec, one of the key players in pipeline manufacturing, joined the JIP from the start.

Today, there is no standard dedicated solely to the transportation of hydrogen or a mix of hydrogen via offshore pipeline. The objective of DNV’s H2Pipe JIP is firstly to develop a guideline for safe and reliable design, re-qualification, construction and operation of pipelines intended for transportation of hydrogen gas that will complement the existing DNV standard for submarine pipeline systems (DNV-ST-F101) which is already widely recognized in the industry.

The Steel Minister was apprised by SAIL & RINL about the marketing strategies in place for the domestic as well as for the export market for their various products. The Minister directed them to have a system in place for real-time assessment of the changes in the demand, supply, pricing trends, degree of competition, etc for their various products for arriving at the best suited marketing strategies.

He suggested for aggressive marketing of their products. The Minister advised to lay more emphasis on branding of the products and utilize all available advertising opportunities to popularise their products. The Minister directed the companies to involve themselves constantly with the dealers & distributors, agents, customers, etc and work towards expanding their reach to the common man in small towns and villages.

The Steel Minister stressed the need for the CPSEs to wholeheartedly contribute to the ongoing and future infrastructure projects of national importanceand other important projects viz. Bharatmala, Sagarmala, Roads Projects, Railways dedicated freight corridors, dams construction and projects in the energy sector.

Tenova to Revamp Metalloinvest OEMK Heating Furnace

Leading technologies and equipment supplier for the world of industrial furnaces Tenova Italimpianti has recently received a contract from leading Russian steel maker Metalloinvest for the reconstruction of the Heating Furnace No 2 in the second rolling unit of Alexey Ugarov OEMK in Russia. As part of the reconstruction, the new design of the walking hearth furnace includes the modification of the combustion system using the new technology burners with the aim to improve efficiency and reduce emissions through a sophisticate combustion control system. The heating furnace is planned to be commissioned in December 2022.

Steel Minister Seeks Cost Reduction Action Plan from SAIL & RINL

India’s Steel Minister Mr Ram Chandra Prasad Singh has reviewed status of cost reduction in production of Public Sector Undertakings and saught action plan for the future. The Minister emphasised on the need to carry out macro & micro analysis of the parameters affecting the cost of production and leave no stone unturned to convert the adverse conditions into opportunities. Mr Singh directed that a road map for cost reduction through improvement in the aforementioned parameters in the next six months be prepared and necessary action being taken.

It was informed that coking coal, which is mostly imported, is the biggest cost element.

The Minister urged the steel makers to focus on the important cost cutting measures such as reduction in the coke rate, increase PCI injection and increase use of pellets to reduce the consumption of coking coal and minimise the cost of production.

It was also directed that these techno-economic parameters would be monitored on monthly basis through the Steel Dashboard. The various parameters affecting the efficiency and productivity of the steel plants viz. BF Productivity, BF Coke Rate, BF PCI/CDI rate, Labour Productivity, Specific Energy Consumption, CO2 emission intensity, Water Consumption etc. were reviewed, so as to reduce the cost of production, improve the energy efficiency, reduce GHG emissions and minimise the water consumption.

(ABM FN-Dow Jones) ArcelorMittal heeft 50 miljoen zogeheten treasury aandelen ingetrokken. Dit maakte het staalbedrijf woensdag nabeurs bekend.

Daarvoor kreeg ArcelorMittal tijdens de buitengewone aandeelhoudersvergadering op 8 juni 2021 goedkeuring.

Met de annulering wordt rekening gehouden met de aandelen die al zijn ingekocht in het kader van het inkoopprogramma ter waarde van 2,2 miljard dollar, zei het bedrijf. Dit inkoopprogramma werd op 29 juli 2021 aangekondigd.

ArcelorMittal heeft nu nog ruim 982,8 miljoen aandelen in omloop.

Court Orders Relook Fines for Firms Accused of Using Chinese Steel

Pennsylvania Live reported that Pennsylvania’s Supreme Court has overturned a lower court ruling that spared two contractors from having to pay USD 243,505 in damages in a dispute over whether they used enough US made steel in upgrading a central Pennsylvania sewage treatment plant. In the majority opinion by Justice David N Wecht, the court found the Commonwealth Court had not properly calculated the US to foreign steel ratio when it freed the companies from financial penalties regarding their work at the Montoursville plant and sent the case involving the work of Bellefonte-based GM McCrossin Inc and United Blower Inc back to Commonwealth Court for a recalculation.

The issue is whether the firms must forfeit the full cost of their work installing an air blower system at the plant owned by the Lycoming County Water and Sewer Authority.

Under the federal Steel Products Procurement Act, a measure designed to aid the American steel industry, the firms are required to install equipment that consisted of at least 75% US-manufactured steel. The authority contends the blowers provided by the companies fell below that threshold due to their inclusion of Chinese steel. A Commonwealth Court judge found the blowers contained at most 24.9% Chinese steel, making them barely compliant with the federal law.

Russian Researchers Developing Wasteless Slag Processing

Mr O Yu Sheshukov, Mr DK Egiazar’yan & Mr DA Lobanov at Yeltsin Ural Federal University and the Institute of Metallurgy, Russian Academy of Sciences Ural Branch have developed a technique to process slag and recover valuable materials. In a paper published in the journal Steel in Translation, the scientists explain that such wastes are mostly presented by electric arc furnace slag and ladle furnace slag. These two kinds of slag are not completely utilized. The residues of these slags are stored in dumps of enterprises and thereby pollute the environment. However, the residues of EAF and LF slags can be converted into valuable industrial products by interaction between the slag components. This paper presents the studies concerning joint wasteless processing of EAF and LF slags with the obtaining of Portland cement clinker and pig iron.

Description of the disadvantages of industrial methods for processing these slags is considered, and the relevance of ladle slag processing is shown. The mathematical simulation results of slag fluidity, depending on the composition, are presented, which are based on real investigations, as well as its described experimental technique.

The chemical composition of the charge mixtures making it possible to process these slags with limestone roasting wastes into complete extent with no residue has been determined. Such processing provides the quality of produced cast iron and Portland cement clinker to meet the requirements of normative documents.

Results for measuring the viscosity of different slag compositions, a description of the obtained slag phases, as well as its final temperature mode, are presented. The results of experimental-industrial tests performed for the developed processing technology are considered, and complete flow chart involving the use of tilt rotary furnaces is presented.

The development and testing of the new technique consisted of several stages. The first step was stabilizing the ladle slag in a solid state by adding borate glass, a cheap waste material that also requires recycling. To obtain clinker from ladle slag, the team first calculated the conditions necessary for the production of clinker. These are the chemical composition of the processed mixture (charge) and the temperature range. Then, with the help of crushing and mixing, they obtained a charge with admixtures of silicon and aluminum-containing minerals alite, belite, celite, and brownmillerite. At the lab, the briquetted charge was heated in a furnace up to 1500-1600 degrees Celsius, until it completely melted, kept, and then slowly cooled. The experiments made it possible to find out that the clinker, in terms of the quality corresponding to industry standard, is formed from five slag compositions at a 10-minute exposure at a temperature of 1540-1560 degrees Celsius. In the next stage, the group selected samples of waste from the electric furnace production that were similar in structure. These samples had high iron content. After several melts, using coke as a carbonaceous reductant of iron simultaneously with Portland cement clinker, the scientists obtained cast iron that satisfies industry standards.

Subsequently, the technology of joint waste-free production of pig iron and Portland cement clinker was successfully tested at the Klyuchevskoy Ferroalloy Plant. In the course of test heats, the developers came to the conclusion that in order to avoid overheating and control temperatures and save money, a cheaper rotary tilt furnace should be used, not an arc furnace. Clinker was formed from the charge, which was fed into the rotary tilting furnace, as a result of mixing, reduction, and melting cast iron and slag residue. Subsequent mixing of clinker with gypsum dihydrate and firing the mixture in a kiln resulted in the formation of Portland cement, the most widely used type of cement.

Cargo Vessels Scrapping Surges in H1 of 2021

The latest report by VesselsValue has revealed that about 275 cargo vessels having a combined deadweight tonnage of 11.9 million worth USD 1 billion were scrapped in the first half of 2021, up by 40% and 33% compared to 2020 and 2019, respectively. 131 tankers were scrapped, accounting for nearly half of all cargo vessels scrapped in the first half of 2021. VesselsValue said “The increasing scrapping numbers are a direct result of exceptionally high scrapping rates, which rose and continue to rise throughout 2021. The end of the first half of 2021 saw container scrapping prices reach USD 600 LT, levels not seen for nearly 13 years. The surge in scrapping prices has been fuelled by the ever-growing rise in steel price and demand. A demand catalysed by lockdown restrictions causing logistical issues for construction sites across the world. The end of H1 2021 scrap price is 86% higher compared to the scrap price end of H1 2020.”

VesselsValue said “The unprecedented earnings are seen in H1 2021 for the Bulker and Container sectors saw owners capitalise in both the charter and S&P market, turning their back on the demolition market despite the lucrative scrapping prices. Tanker owners, however, were more tempted by the high scrapping prices, but still, the majority are choosing to cling onto older assets in the hope of a full market recovery.”

The report further stated that financial pressures forced upon the offshore sector due to COVID-19 have seen many owners scrapping their non-core assets, describing as a result of pre-agreed bankruptcy agreements, which require complete fleet reviews.

British Steel Supplies Structural Steel for Horizon CruiseTerminal

The UK’s busiest cruise terminal and second largest container port has opened a brand new cruise terminal using structural sections supplied by British Steel. The 11,695 square meter structure features curved glulam beams and exposed soffits to create a spectacular wave shaped roof. Its futuristic design also includes curtain walling, green and renewable features as well as stone walling at its entrance as a salute to Southampton’s historic city walls. The building has been designed to accommodate larger cruise ships and allow more than 6,000 passengers to disembark and embark in a single day.

The Port of Southampton’s new world-class cruise facility, Horizon Cruise Terminal, opened its doors to passengers for the first time in July, ahead of its formal opening later in the year. MSC Cruises' MSC Virtuosa was the first ship to welcome passengers at the terminal, which is fitted with Shore Power technology which enables ships to plug into an on-shore electricity supply while in dock, allowing it to reduce engine use and emissions. It also has more than 2,000 roof-mounted solar panels, which means that on a day-to-day basis it will generate more power than it uses.

Brymor Construction provided the design and construction services as the main contractor for the Port of Southampton’s operator, Associated British Ports. The value engineering efforts of John Reid & Sons Ltd were instrumental for the viability of the project. The company used a wide variety of British Steel products to reduce base reactions by a factor of 10. REIDsteel conceived, designed, detailed and fabricated the steel frame of the structure.

Jakarta Bandung HS Railway Completes Imports of Rails from China

Global Times reported that the final shipment of 6,600 tonnes of rails for the Jakarta-Bandung High Speed Railway have arrived at the port of Cilacap in Indonesia marking the completion of import of all steel rails required for the HSR project. In total, five shipments arrived in Indonesia in the past 10 months. About 38,100 tonne of steel rails were shipped by sea from the port of Fangchenggang in South China's Guangxi Zhuang Autonomous Region. The rails will be transported to the track-laying base of the Tegal Luar Depot, on the outskirt of West Java province's capital Bandung in batches via the existing narrow-gauge railway.

A Chinese construction consortium led by China Railway International Co Ltd, a subsidiary of China Railway is responsible for the track-laying of the railway.

With a speed of 350 kilometres per hour, the high-speed railway will cut the journey between the capital city of Jakarta and the fourth-largest city of Bandung from more than three hours to merely 40 minutes, greatly benefitting local travellers and helping local economic development.

OMK Belgorod Supplies Pipeline Elements for Krasnoyarsk CHPP-1

Russian pipe maker United Metallurgical Company OMK’s Belenergomash’s Belgorod plant has supplied elements of a high-pressure steam pipeline for the modernization of Krasnoyarsk CHPP-1 in Russia. The total volume of supplies for one of the Siberian Generating Company, one of the largest in terms of installed thermal capacity, exceeded 140 tonnes. The customer was shipped straight pipes made of heat-resistant steel with a diameter of 273 mm and a wall thickness of 36 mm, bent bends, tees, fittings and elements of the support-suspension system. The elements of the steam line produced in Belgorod meet the requirements of GOST: they are capable of withstanding the operating steam pressure up to 140 kgf per square meter and the temperature up to 560 degree Celsius. Elements manufactured by the Belgorod plant OMK were used at Krasnoyarsk CHPP-1 to replace pipelines that supply steam to turbine No. 12 under high pressure. Also, with the use of Belgorod components, sections of the collectors of boilers No 19 and 20 were replaced. These boilers and the turbine were first launched in the early 1970s, and today they need modernization.

Power engineers are completing the installation of elements supplied to the Krasnoyarsk CHPP-1 from Belgorod on steam pipelines. The next step is commissioning. It is planned to put them into operation by mid-October.

Krasnoyarsk CHPP-1 was commissioned in 1943. This is one of the first power plants in the history of Siberian energy and is still the most important supplier of electricity for the region, a source of heat for a third of the inhabitants of the city with a population of over one million. The electric power of the CHPP is 485.9 MW, and the heat capacity is 1677 Gcal per hour. The station operates all year round, 24 hours a day; all transformations are carried out at the operating enterprise.

As part of the federal program for the modernization of capacities, CHPP-1 is currently undergoing a large-scale renovation. It involves the replacement of the main and environmental equipment that has been operating at thermal power plants since 1950-1960 with a new one. Under this program, the power engineers have already built a new chimney and are now installing electrostatic precipitators (two have already been put into operation, the installation of three more is being completed, there will be 14 of them at the station), and specialists will also replace two boiler units, two turbines and two generators. The completion date for these works is by the end of 2024.

GCC Exempts Brazil from Safeguard Duties on Steel Imports

Brazil’s Ministries of Economy and Foreign Affairs announced that the Gulf Cooperation Council has concluded a safeguard investigation on imports of steel products and decided against imposing measures against Brazil. It said “Brazil’s Ministry of Economy and Ministry of Foreign Affairs were actively involved in the investigation in defence of excluding national exports from an eventual imposition of safeguard duties, under the Agreement on Safeguards of the World Trade Organization. The decision is a positive outcome for the Brazilian steel industry and Brazil-GCC economic and commercial relations.”

The safeguard measures are imposed by countries as way to protect a domestic industry that is being threatened or seriously harmed due to increased imports. If it was implemented, the safeguard duty would have a negative impact on exports from Brazil to the GCC

The GCC countries are Saudi Arabia, Kuwait, Oman, Bahrain, United Arab Emirates and Qatar.
