Indian Stainless Steel Makers Seek Reinstatement of CVD on Imports

Indian stainless steel producers have sought government intervention and imposition of countervailing duty on imported stainless steel pointing out 177% increase in inward shipment during April-July 2021, YoY basis. All India Stainless Steel Cold Rollers’ Association said that “In national budget 2021-22 presented earlier in the year, countervailing duty on stainless steel imports from China was suspended until September 30, 2021 and levy on shipments from Indonesia was revoked which triggered floodgates of imports to detriment of domestic producers.”

It said that “The industry is still recovering from impact of Covid-19 and if countervailing levy is not imposed immediately, small and medium scale producers will be forced to shut down their plants and become traders.”

Import of stainless steel in the first four months of 2021-22 was about 177% higher than the year-ago period. As per All India Stainless Steel Cold Rollers’ Association, from a monthly average of 34,105 tonnes in 2020-2021, the April-July average is 60,214 tonnes and in July 2021 alone, it was 77,337 tonnes.

The Indian stainless steel sector has an annual total capacity of more than 5 million tonnes. MSME sector contributes nearly one-third or 1.4 million tonnes to the stainless steel capacity. The rest of the capacity is of Jindal Stainless with 1.9 million tonnes, 340,000 tonnes from Salem Steel, while 1.45 million tonnes comes from a couple of private players such as BRG, Rimjhim, Shah Alloys and Valley Iron etc.

Explosives in Steel Scrap Destroyed by Army in Tamil Nadu

PTI reported that Indian Army’s bomb disposal team conducted a mammoth task, Operation Tiruvallur, wherein approximately 15 tonnes of live, unexploded ordnance along with iron and steel scrap were destroyed in two phases in Tiruvallur District of Tamil Nadu. The destruction of about 10 tonnes of unexploded shells happened in March and the remaining 5 tonne shells were destroyed during the third week of September. The exercise was carried out at identified blasting sites in Gummidipoondi and Sholingur in Tiruvallur District. It involved the dangerous task of retrieving, transporting and blasting these bombs in controlled blasts

It is reported that unused ammunition from the Iran-Iraq war was seized from 12 scrap units in and around Gummidipoondi in 2008. The ammunition came mixed with iron scrap imported from Saudi Arabia. It came to light after some of the explosives blasted in a well where the plants dumped them in 2008. Sipcot police registered two cases about the incident and seized 1,628 explosive materials including rocket launchers weighing about seven tonnes.

The bomb disposal team of the Army cleared these unstable and dangerous munitions with skill, precision and dexterity while also ensuring the safety of the local population in close coordination with the civil administration.

WTO Forms Dispute Panel for Chinese AD Duties on Stainless Steel

World Trade Organization’s Dispute Settlement Body has established a panel on 27 September, as requested by Japan, regarding China’s measure imposing anti-dumping duties on stainless steel products from Japan. In July 2019, China started imposing anti-dumping duties on stainless steel products imported from Japan, the Republic of Korea, Indonesia, and the EU, claiming that its domestic industry is being injured by the dumped imports of such products.

Japan considers the AD measure to be inconsistent with the General Agreement on Tariffs and Trade 1994 due to flaws in the Chinese authorities’ determination and its investigation procedures. Japan has repeatedly asked China to abolish the AD measure at the WTO and in bilateral meetings. Japan requested consultations with China under the WTO Agreement on June 11, 2021. Japan and China held such consultations on July 19, 2021. However, as the dispute was not settled through the consultations, Japan subsequently requested the establishment of a panel under the WTO Agreement.

Japan will pursue an appropriate solution on this issue in accordance with the rules under the WTO Agreement.

The total value of exports of stainless steel from Japan to China is approximately 70 billion yen per year, of which exports of the products subject to the AD measure account for approximately 9.2 billion yen (both figures as of 2019).

Workers Strike to Hit South African Steel Sector on 5 October

South African media reported that the National Union of Metalworkers of South Africa plans to hit the streets in all nine provinces on 5 October, after wage talks deadlocked with steel and engineering industry employers. Numsa General Secretary Mr Irvin Jim said “Employers have shown us a middle finger. We rejected the offer from Seifsa and regard it as an insult. They have acted as typical greedy capitalists. This is despite the fact that when we look into their balance sheets in different companies they have made profits. We will be embarking on a strike as a last resort as we have no choice but to push employers to give workers their wage increases and improve their working conditions. We will embark on a national march where we will hand over a memorandum of demands to all associations. Numsa structures in all nine provinces will hold marches when the strike commences and that all marches will observe Covid-19 lockdown protocols, including social distancing and limits to the number of demonstrators. Workers will be in the picket line in terms of this strike.”

Numsa also said it wanted workers in the engineering and plastics industries to join the strike in solidarity. Numsa has more than 300,000 members, and if even a fraction of that sum joins the strike, it is likely to seriously hurt the metal industry.

Employers in the sector have voted for a lockout, should the strike by the National Union of Metalworkers of SA go ahead. A lockout entails an employer refusing employees access to the workplace, effectively rendering it impossible for any workers to perform their duties and get paid.

Numsa wants a salary increase of 8% for one year (2021) and an adjustment of consumer inflation plus 2% for the following two years. This works out to salary increases of just over 6%, as the SA Reserve Bank expects inflation to average 4.2% and 4.5% in 2022 and 2023 respectively. Numsa said that if the CPI+ equation falls below 6%, employers must offer 6% or reopen negotiations.

The Steel and Engineering Industries Federation of SA, with which metal unions have been negotiating, has offered a three-year agreement of a 4.4% increase for 2021, and inflation plus 0.5% for 2022, and CPI + 1% for the third year.

The steel and engineering sector is key to SA’s economy, representing nearly 2% of the country’s economic output and around 190,000 direct jobs.

Time is Running Out to Settle US EU Steel Tariff Deal

Bloomberg reported that European Union’s trade Commissioner Mr Valdis Dombrovskis on Bloomberg TV warned that only about a month remains to resolve a metals dispute with the US and failure to do so means new EU tariffs will hit American products on December 1. He told “Allowing for internal decision-making procedures in the EU, we really need an agreement already by the beginning of November. We are now working very intensively to resolve this Trump-era steel and aluminium dispute. Time is, in a sense, running out.”

Mr Dombrovskis told reporters that the EU is open to looking at steel and aluminium separately, but that both metals need to be resolved in the same timeline.

Mr Dombrovskis is meeting with US Commerce Secretary Ms Gina Raimondo and US Trade Representative Ms Katherine Tai to discuss the conflict that started in 2018 when the Trump administration imposed tariffs steel and aluminium from the bloc.

US instituted a 25% duty on steel imports along with a 10% tariff on inbound aluminium shipments using an arcane national-security provision in a 1962 trade law. The EU retaliated against the US steel and aluminium measures by targeting EUR 2.8 billion of American imports with tariffs on a range of products.

Ovako’s Steel Production to be Carbon Neutral from January 2022

Swedish steel maker Ovako continues to lead the way in sustainable steel production, including an innovative approach to heating steel with fossil-free hydrogen. To accelerate its environmental work, the company now takes the next step by adopting carbon-neutral steel production from January 1, 2022. Ovako President & CEO Mr Marcus Hedblom said “We want to be at the forefront of the transition towards a sustainable society with no carbon emissions. We are therefore initiating 100% carbon-neutral steel production from 2022. Ovako’s climate initiatives have, so far, contributed to a reduction of our carbon footprint by 55 % since 2015. Through our hydrogen heating initiative, we will drive that development further and support our customers in their journey to make their products more climate smart.”

To support its climate initiatives and new technology investments, Ovako will add a climate surcharge on its steel from January 2022.

Ovako has reduced carbon emissions significantly through efficient processes, the use of fossil-free electricity and dedicated investments such as conversions to fossil-free fuels for heat treatment. By building on the success of its recent pilot project to heat steel with fossil-free hydrogen, Ovako is now preparing the first full-scale production installation at its Hofors mill in Sweden. The initiative has the support of several industrial partners as well as the Swedish Energy Agency. Full implementation of hydrogen-fuelled heating will further reduce process emissions by a total of 80% from the 2015 baseline – that is, an additional 50% from today’s already low levels.

Ovako’s goal is to achieve zero-carbon emission steel. Beginning in January 2022 and until the goal is met, the company will counterbalance the remaining carbon emissions in production through carbon offsets. The use of offsets will gradually decrease as the company continues to invest in new technology and improve its processes. The purpose of the offsets is to reduce global carbon emissions, thereby contributing to the transition toward a sustainable society.

Ovako is a subsidiary of Sanyo Special Steel and a member of Nippon Steel Corporation group. Ovako develops high-tech steel solutions for customers in the bearing, transport and manufacturing industries. Ovako production is based on recycled scrap and includes steel in the form of bar, tube, rings and pre components. Ovako has around 2,700 employees in more than 30 countries and sales of approximately EUR 900 million.

SAIL Ready to Move to Next Realm of Expansion

Steel Authority of India Limited held its 49th Annual General Meeting through the virtual platform. SAIL Chairperson Ms Soma Mondal while addressing the shareholders describing 2020-21 as the year of ‘Growth and Scaling newer heights’ for SAIL. She said “SAIL posted its highest ever EBITDA of INR 13740 crore which was higher by 23% over CPLY. The factors which helped improve profitability included higher sales of secondary products, sale of iron ore fines, lower usage of other raw materials, improvement in techno-economic parameters, benefit in stores and spares expenses, decreased purchased power rates, reduction in interest charges, higher dividend income and forex exchange gain among others. The company’s borrowings came down to INR 35350 crore with a reduction of more than INR 16000 crore consequently improving the debt-equity ratio to 0.87 on 31.03.2021 vis-à-vis 1.36 as on 31.03.2020.”

Talking on the growth plans of the company, Ms Mondal told the shareholders that with the improved leverage position, the company is ready to move into the next phase of expansion.

It may be mentioned here that since inception SAIL has been contributing to nation building by supplying steel ranging from big projects of national significance and strategic importance to smallest of the retail consumers. During FY’21, SAIL effected supplies to projects like Katra to Banihal Tunnel project, BRTF Leh-Ladakh project, Leh Airport, Eastern Dedicated Freight Corridor Corporation, Lower Subansiri Hydel project in Assam, Agartala-Akhura Rail link project in Tripura among others.

The shareholders were informed about the regular initiatives being taken by SAIL to increase its presence in different areas by targeting defined market segments. The company is also expanding the 2-Tier and 1-Tier distribution network across the country to strengthen its retail presence.

ArcelorMittal to Build DRI & EAF Plants in Gent in Belgium

ArcelorMittal announced that it has signed a letter of intent with the Governments of Belgium and Flanders supporting a EUR 1.1 billion project to build a 2.5 million tonne direct reduced iron plant at its site in Gent as well as two new electric furnaces. Once the DRI and electric furnaces are built, there will be a transition period during which production will move gradually from blast furnace A, to the DRI and electric furnaces, after which blast furnace A will be closed as it reaches the end of its life. By 2030, this will result in a reduction of around three million tonnes of CO2 emissions each year.

The DRI plant will operate alongside Gent’s blast furnace B, which restarted production in March 2021 following a significant investment of €195 million.

Various decarbonisation initiatives, including the commissioning in 2022 of Gent’s Steelanol/Carbalyst and Torero projects will see annual CO2 emissions reduction of 0.9 million tonnes by 2030.

The support of both the national and the Flanders governments in this project is crucial given the significant cost associated with the transition to carbon-neutral steelmaking. Approval from the European Commission for the funding support will also be required.

Combined, the various initiatives will enable ArcelorMittal Belgium to reduce its CO2 emissions by 3.9 million tonnes per year by 2030 (on a scope 1 and 2 basis, compared with 2018), which is equivalent to the greenhouse gas emissions from 848,172 cars being driven for a year. As a result, ArcelorMittal Belgium will make a significant contribution to ArcelorMittal Europe’s ambition to reduce CO2e emissions intensity by 35% by 2030 and to become carbon neutral by 2050.

SAIL BSP BF 8 Mahamaya Crosses 8 Million Tonne Milestone

Steel Authority of India Limited’s Bhilai Steel Plant celebrated its BF 8’s, Mahamaya, milestone of crossing 8 million tonnes cumulative hot metal production mark on 28 September 2021 since the first tapping of hot metal from the furnace took place on 3 February 2018. Members of the Blast Furnace Department gathered in control room of BF 8 and celebrated the milestone by cutting a cake. Later, 19 employees of Blast Furnaces donated blood to mark the milestone achievement

By crossing the 8 million tonne milestone in 1333 days, SAIL BSP’s BF 8 has become the fastest among furnaces of similar capacity in SAIL to do so. Rourkela Steel Plant’s furnace of similar capacity took 5.5 months more than of BF-8 and IISCO Steel Plant’s furnace of similar capacity took 9.5 months to cross 8 million tonne milestone in cumulative production.

FRA Issues Financial Reporting Quality Review Report of KIOCL Ltd

India’s National Financial Reporting Authority has issued a Financial Reporting Quality Review Report, FRQRR, in respect of KIOCL Ltd. for the financial year 2019-20. NFRA Conclusions & Recommendations in respect of its observations have been categorized into ‘High’ and ‘Moderate’ Impact. Some of the main High Impact Non compliances wrt to Accounting Standards on part of KIOCL are as follows:

- KIOCL’s accounting policy for Foreign Exchange Forward Contracts is erroneous and it is non-compliant with the classification and measurement requirements of Ind AS 109, Financial Instruments.

- The accounting policy for a material element i.e. Revenue (with corresponding impact on related assets such as Trade Receivables, Inventories etc.) as stated in its statement of significant accounting policies is erroneous. This erroneous accounting policy raises questions over the reliability and accuracy of the financial statements of the Company.

- Adequate evidence, such as valuation reports, if any, have not been provided by KIOCL in respect of application of Indian Accounting Standard 36, Impairment of Assets in the case of the Blast Furnace Unit that was non-operational. Also, there is no evidence that impairment loss computations were considered, reviewed & presented to Audit Committee and the Board of Directors of the Company.

- Many other errors have been noticed in disclosures in the Notes to Financial Statements. These disclosures are either not relevant or useful to the users of financial statements, and have the potential to obscure the material information in the financial statements.

- NFRA has recommended that KIOCL examine if it is necessary to prepare and publish restated financial statements as per Ind AS 8 and Section 131 of the Companies Act, 2013.

NFRA has prepared this FRQRR on the basis of examination of the financial statements of the Company for the Financial Year 2019-2020 and other information sought from the Company during the course of NFRA’s review.

The FRQRR focuses on the role of preparers, i.e., those responsible for the preparation of financial statements and reports in accordance with the applicable accounting standards. Therefore, the FRQRR evaluates how well the Chief Financial Officer, and the rest of the Management, and the Audit Committee, as well as the Board of Directors of the Company, have performed in preparing financial statements that show a true and fair view as required under the Companies Act, and in accordance with the applicable accounting standards. The FRQRR concludes with an advisory to the preparers, highlighting the matters that need improvement. In case there are violations of accounting standards and the law that require action to be taken under the law, the matter is reported to the authorities who can take action.

The FRQRR is one of the two components of the Inspection Programme of the NFRA. The other component is the Audit Quality Review Report.

Mechel to Supply RT62 Rails for Moscow Metro

Leading Russian miner & steel maker Mechel has won a tender for the supply of tram rails to the Moscow Metro. Delivery of products was planned from September. In total, more than 5000 tonnes of rail products of the RT62 type will be shipped under the contract. The products of the Universal Rail & Structural Mill of the Chelyabinsk Metallurgical Combine will be used for the reconstruction of tram lines, as well as for the construction of new tram lines in the metropolitan metropolis.

RT62 rails began to be produced at Chelyabinsk Plants Universal Rail & Structural Mill in 2021. A distinctive feature of the RT62 rails is an additional chute designed for tram wheels. For the development of this profile at another enterprise of the Mechel Group, the Uralskaya Kuznitsa plant, roller fittings were manufactured. In the course of pilot rolling, products were obtained that fully comply with the requirements of GOST R 55941-2014. During the final tests, the tram rails were checked for all characteristics: chemical composition of steel, mechanical properties, surface qualities, profile and straightness. The products have successfully passed the acceptance tests, during which the excellent quality was confirmed, significantly exceeding the standard requirements. The RT62 rails have successfully passed the certification procedure.

Fujian Sanbao Iron & Steel Orders Consteel System from Tenova

Tata Steel Joda Iron Ore Mines Expansion to Get Eco Clearance

The Pioneer reported that a public hearing was held on 28 September 2021 for Environmental Clearance to Joda east iron mines expansion of Tata Steel from the existing 12.5 million tonnes per annum to 19 .5 million tonnes per annum with total excavation of 22.94 million tonnes per annum, along with expansion of beneficiation plant to 17.6 million tonnes per annum from 12 million tonnes per annum.

Total 118 people who participated in the hearing spoke in favour of the expansion and put a slew of demands including preference to local youths in employment, increase of number of bed in Tisco Hospital, reduction in tuition fees in TATA DAV Public School, setting up city scan and dialysis machine in hospital, besides development of different wards of the Joda Municipality adjoining the mines. Tata Steel Nuamundi GM Mr Atul Bhattanagar agreed to all the demands.

Severstal to Launch Arcanum Alloys Technology Based Pilot Project

Russian steel maker Severstal has announced the acquisition of over 40 patents and patent applications from American company Arcanum Alloys Inc that develops and produces innovative materials based on diffusion alloyed steels. In September 2019, Severstal acted as the lead investor in the latest round of financing for Arcanum Alloys, which has developed a unique technology for forming a special alloy on the rolled surface. Severstal plans to launch a pilot production of rolled products using the new technology at the site of the Cherepovets Steel Works by the end of 2021. As a result, a decision will be made on the production volumes of these rolled products, as well as on further scaling.

Auction for Teherai Iron Ore & Manganese Mining Block Annulled

PTI reported that the Odisha government has annulled the auction process of Teherai iron ore and manganese block in Sundargarh district due to mild response from the bidders. Odisha government’s Directorate of Mines said that the decision was taken since there were less than three technically qualified bidders for this composite mining block.

Odisha government had started the process of auction of 11 mines and Teherai was the second block to have been withdrawn from bidding. On September 22, the government had put on hold the auction of bauxite blocks in Karlapat area in Kalahandi district because of a court order.

The bidding for 11 mineral blocks, for which notice inviting bids was issued on July 7, has started from 18 September. Total 123 bids have been received for these mineral deposits, of which seven are virgin blocks while leases of four blocks have expired. Of the 11 blocks up for grabs, seven are iron ore blocks, two composite blocks of iron ore and manganese, one composite block of iron ore and dolomite, and a bauxite block. The blocks which are up for grabs in the auction process include

SMS Orders ABB’s EMBR for Tata Steel Jamshedpur Slab Casters

Global technology company ABB will provide Electro Magnetic Brake Systems for two Compact Strip Production Casters at Tata Steel’s plant in Jamshedpur inn India, working under contract from SMS Group. ABB's scope of supply also includes DCS800 DC drives, dry type transformers, water cooling systems, commissioning services and metallurgical performance evaluation. ABB is contracted through SMS

The contract builds on ABB’s large installed base with premier steel producers globally. ABB EMBR is installed on 40 percent of thin slab casting strands worldwide and allows for higher quality and faster throughput. This well-established technology, invented by ABB in 1985, enables steelmakers to achieve steel cleanliness similar to conventional vertical bending casters, improves casting speed and increases mold copper plate lifetime.

By generating a static magnetic field, which decreases meniscus metal flow speed and turbulence, the ABB EMBR provides a whole range of metallurgical improvements including elimination of mold powder entrapments, a more even molten mold powder layer and a meniscus which is flatter, hotter and less turbulent.
