Bahrain scraps nuclear power plan

Trade Arabia reported that Bahrain has abandoned its plans to adopt nuclear power as an alternative power source.

Dr Abdulhussain Mirza energy minister of Bahrain said that the Kingdom had been exploring nuclear energy as an alternative power source but scrapped the idea following an explosion that crippled Japan’s Fukushima nuclear plant last year.

An earthquake and tsunami on March 11th 2012 caused the world’s worst nuclear crisis at Fukushima since 1985.

PARIJS (AFN) - Het Franse kernenergiebedrijf Areva is in 2011 in de rode cijfers beland, onder meer door kosten voor vertraagde projecten. Dat bleek uit resultaten die het staatsconcern donderdag publiceerde.

Areva leed een nettoverlies van 2,4 miljard euro, tegen een winst van 883 miljoen euro een jaar eerder. Het concern kampte met vertragingen bij de bouw van twee nieuwe generatie kerncentrales. Ook moest het bedrijf forse afschrijvingen doen op uraniummijnen in Zuid-Afrika die in 2007 werden overgenomen, maar nog steeds geen uranium produceren.

De totale orderportefeuille groeide licht tot 45,6 miljard euro, maar de omzet zakte met bijna 3 procent tot 8,9 miljard euro. Areva kampte met afzeggingen van orders na de kernramp in het Japanse Fukushima in maart 2011. Alleen het onderdeel van Areva voor recycling en schoonmaak van kernmateriaal wist vorig jaar een operationele winst te boeken.

Regering Japan verzweeg dat kernramp dreigde

Vier uur nadat een tsunami de Fukushima Dai-ichi-kerncentrale had overspoeld wist de Japanse regering dat de kernen in de reactoren dreigden te smelten. Maar die kennis hield zij maandenlang voor zich. Pas vijf dagen later gaf de toenmalige premier Naoto Kan lucht aan zijn zorg dat de kernramp Tsjernobyl zou kunnen doen verbleken. Dat blijkt uit documenten die vandaag, twee dagen voor de eerste verjaardag van de ramp, zijn vrijgegeven.

De notulen van de vergaderingen die het door de regering ingestelde crisisteam tussen 11 maart, de dag van de tsunami, en december hield, zijn níet opgenomen. Maar reconstructies tonen de verwarring, het gebrek aan informatie, het gebrek aan daadkracht en de miscommunicatie van de autoriteiten, lokale bestuurders en de medewerkers van de kerncentrale.

Terwijl de situatie in hoog tempo verslechterde, verklaarden sommige ministers dat 'niemand de leiding had'. De gereconstrueerde notulen halen een anonieme medewerker aan die uitlegt dat de accu's van het koelsysteem van Fukushima Dai-ichi het niet langer dan acht uur zouden volhouden. 'Als de temperatuur in de reactorkernen na het verstrijken van die termijn blijft oplopen is het mogelijk dat zich een kernsmelting voltrekt', waarschuwde de anonieme medewerker op de eerste vergadering, zo'n vier uur na de tsunami.

De regering was er kennelijk alles aan gelegen de ernst van de ramp te bagatelliseren. De huidige premier Yoshihiko Noda gaf onlangs al toe dat de Japanse overheid heeft gefaald in haar reactie op de aardbeving en tsunami in maart 2011.

Japanese nuclear reactor restarts to hinge on local govt within 10 KM

Nikkei reported that the government decided that as a general rule, it will seek approval to restart nuclear reactors currently off line for periodic inspections from local communities within 10 kilometers of those facilities.

The Nuclear Safety Commission of Japan currently designates the area within 10 kilometers of a nuclear power plant as an emergency planning zone. If the Diet passes bills related to the establishment of a new nuclear regulatory agency, this to be created entity is expected to set up new zones within a 30 kilometer radius. Local governments in these urgent protective action planning zones will be asked to draw up disaster management plans.

Based on this proposed change to the nation's disaster management guidelines, some local governments within 30 kilometers of nuclear plants have started to demand that the central government should consult them before restarting reactors.

Chief cabinet secretary Mr Osamu Fujimura told reporters that the zones in which the government will seek approval and the range of the UPZ are completely different matters and should not be linked. He added that "But we aren't setting a uniform rule in stone."

A decision on a resumption of operations will have to be made soon for the Nos 3 and 4 reactors at Kansai Electric Power Co's Oi plant in Fukui Prefecture. Parts of Kyoto and Shiga prefectures are less than 30 kilometers away, but the 10 kilometers radius zone would fall entirely within the borders of Fukui Prefecture. Shiga Prefecture Governor Mr Yukiko Kada has expressed reluctance about restarting the reactors.

The commission is issue a report about the safety of the two reactors as early as next week based on results from the first stage of stress tests. Prime Minister Mr Yoshihiko Noda will then discuss the matter with three relevant cabinet members. If they conclude that the reactors can be restarted, the central government will try to gain the approval of local communities near the Oi plant.

Kerncentrale Borssele tijdje uit bedrijf

RIJSWIJK (AFN) - De kerncentrale Borssele gaat komend weekend uit bedrijf voor de jaarlijkse splijtstofwisseling. Dit jaar worden 28 van 121 splijtstofelementen in de reactor vervangen. Ook vinden circa 3000 grote en kleine onderhoudswerkzaamheden plaats. Er werken zo'n 800 mensen extra tijdens de stop.

Exploitant EPZ (Elektriciteits-Produktiemaatschappij Zuid-Nederland) heeft dat woensdag laten weten. Naar verwachting levert de kerncentrale over drie weken weer stroom aan het landelijke net.

Exploitant Fukushima vraagt Japan om overname

TOKIO (AFN) - De exploitant van de kapotte kerncentrale Fukushima heeft de Japanse staat een controlerend belang aangeboden in ruil voor een enorme kapitaalinjectie. Exploitant Tokio Electric Power (Tepco) heeft een plan ingediend dat feitelijk neerkomt op nationalisatie van het bedrijf, aldus Japanse media.

Het bedrijf heeft omgerekend 11,3 miljard euro nodig om de rekeningen te betalen van het ongeluk in Fukushima ruim een jaar geleden. De reactoren van de kerncentrale raakten toen oververhit. Dat leidde tot het ernstigste nucleaire ongeluk in circa 25 jaar.

Tepco moet gigantische schadevergoedingen betalen aan honderdduizenden Japanners die zijn gedupeerd door het ongeluk.

De verwachting is dat minister van Handel Yukio Edano het plan begin mei zal goedkeuren. Op 19 april maakte de Japanse regering Kazuhiko Shimokobe als nieuwe voorzitter van Tepco bekend. Men hoopt dat hij de schadeloosstelling van de slachtoffers in goede banen zal leiden.

Jordan shortlists 2 firms for nuclear plant

African Manager reported that the Jordan Atomic Energy Commission has shortlisted 2 offers presented by Russian Atomstroy export and French and Japanese consortia to build the kingdom's nuclear reactor.

The commission said that it has completed evaluation of the viable technology options with a decision to continue discussions with the best two qualified suppliers, Russian Atomstroyexport and French and Japanese consortium ATMEA. The evaluation took into account the highest safety requirements including lessons from the Fukushima event.

The JAEC noted that Jordan has been facing tremendous energy supply challenges, which triggered a program to investigate the feasibility of diversifying its energy supplies through the introduction of nuclear power. The commission will continue discussions with the best two qualified suppliers to resolve certain outstanding technical issues, including the site selection process.

Mr Khaled Touqan chairman of the JAEC said that "While there remains significant work yet to be done with respect the project, JAEC is proud of the progress made thus far which marks a significant milestone for Jordan in its pursuit of a safe, secure, reliable and economically competitive energy source."

Tepco wordt Japans staatsbedrijf

TOKIO (AFN) - Tokio Electric Power (Tepco), de exploitant van de kapotte kerncentrale in Fukushima, wordt een Japans staatsbedrijf. Dat meldde het Japanse persbureau Kyodo woensdag.

Eind april bood het noodlijdende bedrijf de Japanse staat een controlerend belang aan in ruil voor een enorme kapitaalinjectie. Minister van Handel Yukio Edano keurde het plan woensdag goed. De Japanse overheid investeert omgerekend ruim 9,2 miljard euro aan staatsfondsen in het bedrijf.

Tepco kan nu een begin maken met het betalen van de gigantische schadevergoedingen aan honderdduizenden Japanners die zijn gedupeerd door het ongeluk met de kerncentrale na de aardbeving in maart 2011.

TOKIO (AFN) - Het Japanse elektriciteitsbedrijf Tepco, eigenaar van de kerncentrale in Fukushima die in maart 2011 zware schade opliep door een aardbeving en tsunami, heeft vorig jaar een nettoverlies geleden van omgerekend ruim 7,5 miljard euro. Dat maakte de onderneming maandag bekend.

Tepco moest afgelopen jaar grote voorzieningen treffen om de kosten van de ramp in Fukushima te dekken. Een groot gebied rond de kerncentrale raakte besmet met radioactieve stoffen en moest worden ontruimd. Honderdduizenden mensen werden geëvacueerd.

Het bedrijf heeft de komende jaren miljarden nodig voor onder meer compensatie van de getroffenen. Om te voorkomen dat Tepco aan de gevolgen van de ramp ten onder gaat, heeft de Japanse regering vorige week besloten het te nationaliseren.

Japan nuclear power plant operator posts USD 10 billion net loss

Press TV reported that Tokyo Electric Power Company of Japan has posted a bigger than expected annual loss of USD 9.67 billion.

The company said that its JPY 781 billion net loss for the financial year ending March 31 compared with a net loss of JPY 1.25 trillion the year before. The Fukushima Daiichi nuclear power station went into meltdown after it was struck by 9 magnitude quake and tsunami on March 11st 2011.

The loss is due to the growing costs of thermal power generation following the 2011 disaster. The Japanese government decided to inject one trillion yen of public funds into TEPCO as part of 10 year restructuring plan.

The plan will put the company under state control while it copes with massive compensation payments to the victims of the disaster and the cost of decommissioning its damaged reactors.

TEPCO is responsible for maintaining a stable power supply to its millions of customers as the sole provider of electricity to Tokyo and a vast surrounding region in eastern Japan.

1998 mw of thermal and nuclear generation capacity to come back this year

About 3257 MW of thermal nuclear power generation capacity is off the grid. Of this about 1998 MW is expected to come back during the year while the rest at 1259 MW have either been abandoned or shut down due to unviability of these units.

According to the Central Electricity Authority, some units have been taken permanently off the grid because they had outlived their useful life and have been termed vintage. Some units have been pulled off the grid because operating them have become uneconomical.

Plants that have been pulled off the grid permanently includes four units of 105 mw totaling 420 MW at Kordai Thermal power station in Maharashtra because these units have outlived their useful life, while 90 MW at Maithon has also been shut because they turned uneconomical.

Units that are likely to come back to the grid includes 440 MW at Santaldih in West Bengal. These units are closed because of various technical faults. Another 445 MW at Patratu in Bihar is likely to come back on grid this financial.

Czech to generate 50% nuclear power by 2030 - Report

Hospodarske Noviny reported, citing a report commissioned by the Ministry of Industry and Trade that the Czech Republic plans to generate 50 percent of its electricity output by nuclear reactors in 2030.

The plan is counting on the completion of two new reactors at CEZ's Temelin nuclear power station as well as one new unit at the Dukovany station, which will serve as a basis for the government's updated national energy strategy plan. Renewable energy sources probably won't make up more than 15% of the country's power output.

Duits RWE stapt uit kernenergie

BERLIJN (AFN) - Het Duitse energiebedrijf RWE stopt met investeren in kernenergie in het buitenland. Dat heeft het bedrijf, in Nederland eigenaar van Essent en mede-eigenaar van de kerncentrale in Borssele, maandag bekendgemaakt.

RWE is voor 30 procent eigenaar van de kerncentrale in Borssele. Energiebedrijf Delta bezit de overige 70 procent. RWE is vaak genoemd als investeerder in een tweede kerncentrale in de Zeeuwse plaats, maar plannen daarvoor verdwenen eind vorig jaar in de ijskast.

In eigen land moet RWE noodgedwongen stoppen met kernenergie. De Duitse regering besloot vorig jaar dat alle kerncentrales in het land op termijn dicht moeten. Dat gebeurde nadat de discussie over de gevaren van kernenergie was opgelaaid na de kernramp die volgde op een zware aardbeving in Japan.

First nuclear power plant in Abu Dhabi granted approval

The Emirates Nuclear Energy Corporation has received a green light from the UAE’s environmental regulator, the Environment Agency in Abu Dhabi for the construction of Barakah Nuclear Power Plant Units 1 & 2.

As per report, ENEC has received a No Objection Certificate from EAD for the construction of the country's first two reactors which is the next important step in a thorough, multi year licensing process for the reactors.

The company still requires a construction license from UAE's Federal Authority of Nuclear Regulation to proceed with the construction work.

Mr Mohamed Al Hammadi CEO of ENEC said that nuclear energy is one of the ways in which Abu Dhabi is demonstrating its commitment to the environment as nuclear energy plants emit almost zero carbon emissions during operations.

Mr Al Hammadi said that "With four nuclear energy plants delivering electricity to the grid by 2020 we will be delivering 5,600 MW of low carbon electricity to the national grid. This will lead to a saving of about 12 million tonnes of carbon emissions in the UAE each year."

China to add 40 million KW nuclear power by 2015

China is likely to add 40 million kilowatts of operational nuclear power generating capacity during 2011-2015 under the premise of guaranteeing operation safety.

This is part of China's strategy of promoting development of green economy.

Mr Zhao Jiarong deputy secretary general of the National Development and Reform Commission said “Apart from the accelerating development and utilization of nuclear power, China will also add more than 70 million kilowatts of hydropower generating capacity and more than 15 million kilowatts of solar power generating capacity during 2011-2015.”

According to China's development plan for 2011-2015, China targets to reduce the energy consumption by 16 percent, carbon dioxide emission by 17 percent, and total pollutant emission by 8-10 percent. Besides, China plans to raise the weight of non-fossil energy use to 11 percent of total energy use of China during the period.

KIEV (ANP) - De Oekraïense stad Tsjernobyl is veilig genoeg voor mensen, 26 jaar na de grootste kernramp aller tijden. Het stralingsniveau is voldoende gedaald. Groente en fruit uit het gebied zijn echter nog niet eetbaar. Dat heeft Oleg Bondarenko, lid van de Oekraïense regeringscommissie die over Tsjernobyl gaat, woensdag gezegd.

Een reactorvat van de kerncentrale bij Tsjernobyl ontplofte op 26 april 1986. Daardoor werd een groot gebied vervuild. Een radioactieve wolk trok over Europa. Na de ramp riep de toenmalige Sovjet-Unie een gebied van 30 kilometer rond de Tsjernobyl-centrale uit tot verboden terrein. Militairen controleren tot op de dag van vandaag de toegangswegen. Tsjernobyl veranderde in een spookstad, waar de tijd stilstaat op het eind van het communisme.

'Miljardenclaim over sluiting Franse kerncentrale'

Het Franse energieconcern EDF wil een schadevergoeding eisen van meer dan 2 miljard euro van de Franse overheid, vanwege haar besluit om de kerncentrale van Fessenheim te sluiten. Dat meldde de Franse krant Le Journal du Dimanche.

De Franse president François Hollande zei vrijdag dat hij de centrale van Fessenheim nabij de Duitse grens aan het einde van 2016 dicht wil hebben. De centrale is sinds 1977 in bedrijf en is de oudste van Frankrijk. EDF zou nu compensatie willen krijgen voor de gemaakte kosten om de levensduur tot 2027 te verlengen. Ook eist het energieconcern een vergoeding voor het wegvallen van winsten door de sluiting van de centrale, aldus de krant.

Frankrijk haalt 75 procent van zijn elektriciteit uit kerncentrales, maar door de kernramp in Japan is kernenergie een gevoelig onderwerp geworden in het land. Hollande heeft in zijn verkiezingscampagne beloofd het aandeel uit kernenergie terug te brengen naar 50 procent.
