China goes on the offensive as balloon fallout threatens to damage credibility

It’s been about two weeks since a suspected Chinese surveillance balloon entered American airspace late last month. In that time China’s response has shifted from conciliatory to indignant, and now, as the fallout continues, to outright confrontational.

While China’s increasingly hardline stance plays to its domestic audience, it’s also served to expose the inconsistencies and inherent contradictions in Beijing’s messaging – severely damaging its credibility, analysts say.

On Monday, Beijing accused Washington of “illegally” flying high-altitude balloons over its airspace more than 10 times since last year, calling the US the “world’s largest surveillance empire.”

The claim – made without any detail or evidence – was swiftly denied by the White House, which described the allegation as “the latest example of China scrambling to do damage control.”

The accusation marks a notable escalation in China’s response, and stands in stark contrast to its initial attempt at crisis management. Beijing offered a rare expression of “regret” soon after the discovery of the balloon over Montana, claiming the device was a civilian research airship blown off course.

But the political and diplomatic repercussions have prevented the balloon incident from drawing to a close as quickly as Beijing might have hoped.

When it became apparent the controversy would continue to dominate US headlines and public attention, Beijing’s contrition turned to ire.

After American fighter jets shot down the balloon on February 4, China’s Foreign Ministry accused the US of “overreacting” and “seriously violating international practice.”

The following week, as American officials revealed more information on what they call the spy balloon and the vast surveillance program behind it, Chinese state media blamed the US for engaging in “political performance art” and “hyping up” the “China threat.”

Now, Beijing appears to be going on the offensive with its counter-claim about US balloon intrusion.

Collin Koh, a research fellow at the S. Rajaratnam School of International Studies in Singapore, described China’s claims as “a sort of one-upmanship tit-for-tat against Washington’s accusations.”

“It appears more like Beijing is trying to also portray itself as a victim of US surveillance, instead of being painted over the past week as an aggressor,” he said.

On Monday, a Chinese Foreign Ministry spokesperson also accused the US of frequently sending warships and planes to carry out close-range reconnaissance against China, which the spokesman claimed amounted to a total of 657 times last year – and 64 times this January in the South China Sea.

Drew Thompson, a senior research fellow at the Lee Kuan Yew School of Public Policy at the National University of Singapore, called China’s latest tactic “a large case of what-aboutism.”

“They’re not addressing the gross violation of US sovereignty that occurred with the surveillance balloon over Montana. They are trying to see perhaps some sort of false equivalency but they’re they’re struggling to do that. I think they’re largely signaling their own population to ensure that they’re not overly caught up in the contradiction of China’s position,” he said.

“And it’s been quite contradictory. And it’s largely directed towards the domestic audience, which is why I think it lacks credibility with the other countries.”

Thompson, a former US Defense Department official, said the US military does use balloons, both tethered and high-altitude, for surveillance, but they are “very careful” to make sure they do not go into other countries’ airspace unless it’s a cooperative operation.

The US has trained using balloons for surveillance with allies and partners, including with the Philippines in 2022 as part of their annual joint military exercises, according to Thompson.

“‘Everybody spies’ is a poorly considered trope that does not justify China’s intrusion in other countries’ airspace. How countries conduct surveillance and reconnaissance matters, just as respect for international law, and the Law of the Sea matters,” he said.

'Amerikanen volgden 'spionageballon' al sinds lancering in China'

Misschien was de Chinese 'spionageballon' boven de Verenigde Staten daar tóch per ongeluk terechtgekomen. Anonieme bronnen zeggen dat inlichtingendiensten in de VS de ballon al volgden sinds deze werd gelanceerd vanaf een Chinees eiland. Door 'ongebruikelijk weer' zou de ballon daarna uit koers zijn geraakt.

De hele wereld was even in de ban van een Chinese 'spionageballon' die twee weken geleden plotseling werd gesignaleerd boven Amerikaans grondgebied.

Maar wat blijkt? Deze ballon steeg op vanaf het Chinese eiland Hainan en werd al ruim een week gevolgd voordat deze de Amerikaanse grens overstak. Dat zeggen verschillende anonieme bronnen tegen The Washington Post.

ASML slachtoffer van datadiefstal door ex-werknemer in China

Chipmachinebouwer ASML is bestolen door een voormalige medewerker in China. De werknemer heeft informatie meegenomen over technologie van het Veldhovense bedrijf, schijft ASML in het jaarverslag.

"Het incident heeft recent plaatsgevonden", zegt een woordvoerder van het bedrijf. "Het onderzoek loopt nog, dus we kunnen nog niet echt in detail treden." ASML heeft het incident gemeld bij de autoriteiten in de Verenigde Staten en in Nederland.

Het moest ook in de VS gemeld worden omdat door de diefstal mogelijk ook Amerikaanse exportregels zijn overtreden. ASML is steeds meer onderdeel geworden van geopolitiek tussen de Verenigde Staten en China. Chips en chipmachines spelen hier een belangrijke rol in.

"Met onze unieke positie en de groeiende geopolitieke spanningen in de chipindustrie zien we toenemende veiligheidsrisico's", erkent het bedrijf. Denk daarbij aan: "gijzelsoftware en phishing-aanvallen om intellectueel eigendom te verkrijgen of de continuïteit van het bedrijf te ontregelen."

Japan Strongly Suspects China Sent Three Spy Balloons Into Its Airspace

(Bloomberg) -- Japan’s Defense Ministry said three objects spotted in its airspace between 2019 and 2021 were probably Chinese surveillance balloons, giving its most definitive assessment for the previously unidentified items.

The government has sought confirmation from China and urged that there be no recurrence of such incidents, the ministry said on its website late Tuesday. Such airspace incursions, which occurred in November 2019, June 2020 and September 2021, are “totally unacceptable,” it added.

“Even if it’s a balloon, entering our airspace without permission is a territorial violation and the MOD will continue to gather more information and be on the alert for balloons,” the ministry said.

The US has shot down four flying objects over US and Canadian airspace in recent weeks, one of which it said was a Chinese surveillance balloon, reigniting suspicions over previously unidentified objects seen flying over Japan.

US Says Three Mystery Objects Likely Private, No China Link

The remaining three downed objects in North America have not been found to have links to Chinese spying and may have been launched for “commercial or benign purpose,” US National Security Council spokesman John Kirby said Tuesday.

China has hit back with allegations of US balloons flying over its territory and urged its neighbors not to follow the US example in dealing with such incidents. Japanese Defense Minister Yasukazu Hamada has said the Self-Defense Forces would have the option of shooting down such a balloon if it were deemed to be a threat to lives and property.

China advised its neighbor to take a cautious approach. “We would like to stress that Japan needs to be objective and impartial on this instead of following the US’s suit in dramatizing it,” Ministry of Foreign Affairs spokesman Wang Wenbin told reporters on Tuesday.

Ik ben volledig akkoord dat China geen democratie is, en dat ze bepaalde bevolkings groepen niet correct behandelen. De Tibetaanse kwestie en de kwestie Taiwan zijn zeer ernstig te nemen. Maar diaboliseren ; dat is niet productief. Diplomatie en dialoog is de enige weg.

Jullie gebruiken allemaal producten die in China gemaakt zijn : IPhones, alle speelgoed ; tuingerief, electronica etc... Made in China. Toch een beetje hypocriet naar mijn mening.

U.S. intelligence agencies tracked the Chinese spy balloon from its launch in China and watched as it may have been inadvertently blown into U.S. airspace, a U.S. official has confirmed to ABC News.

This latest revelation differs significantly from the previous narrative related by the White House and U.S. military officials over recent days, which has changed repeatedly since the balloon's existence became public when it was spotted over Montana on Feb. 1.

On Wednesday, the State Department referred questions on the balloon's intended path and when it was first tracked to the Pentagon, which referred questions to the National Security Council (NSC) at the White House.

But State Department spokesperson Ned Price said that whether the aircraft was blown off course had no impact on the U.S. assessment that the incursion was a violation of U.S. sovereignty.

"In some ways it doesn't matter, and I'm not going to opine on what the PRC (People's Republic of China) may or may not have intended, but in key ways it doesn't matter. It's completely immaterial. It's immaterial because this was a high-altitude surveillance balloon that did violate our airspace. It did violate international law," he said.

The NSC declined to comment on whether the U.S. was tracking the Chinese balloon since it was launched.

But a U.S. official said that just because the U.S. may have been able to detect when the balloon left a certain point did not mean that the U.S. knew that it would ultimately end up over the United States.

"A range of factors determine the balloon's trajectory, and it was not clear where it would be going," the official said.

The Washington Post was the first to report that the balloon may have been diverted from its original route and that the resulting incident and tensions with China might have been due, in part, to a mistake. It was said the balloon was on course to fly toward the U.S. territory of Guam when it took an unexpected turn north due to strong winds.

U.S. officials have said the intent of the balloon was for surveillance -- not meteorological research as Beijing claimed. A State Department official said last week that the balloon had equipment "clearly for intelligence surveillance," including antennas "likely capable of collecting and geo-locating communications."

Over its weeklong journey over the U.S., the balloon first entered airspace over Alaska's Aleutian Islands on Jan. 28 then traversed into Canada's airspace before reentering U.S. airspace heading east. It was shot down in waters off the coast of South Carolina on Feb. 4.

President Joe Biden said he ordered the balloon be shot down when he was informed of its presence over Montana, but that his military advisers said it was too dangerous to conduct over land.

Senators who were briefed on the Chinese spy balloon said they don't buy claims from U.S. officials that the balloon may have inadvertently drifted over the United States.

"I do not believe that it veered," said Intelligence Committee Vice Chair Marco Rubio, a Florida Republican. "I've heard that. That's surely a Chinese talking point and maybe some people are saying that now in the administration because they don't want to heightened tensions further."

The path the balloon took, Rubio argued, was too strategic to be accidental.

"You don't inadvertently veer coincidentally over some of the most sensitive U.S. facilities right in the middle of the country, that's just not a coincidental path," Rubio told ABC News' Allison Pecorin.

Sen. Jon Tester, a Montana Democrat, who has been tasked by Democratic leadership to lead an investigation into why U.S. officials didn't know more sooner, similarly scoffed at claims that the balloon may have inadvertently drifted over the U.S. mainland.

"I never believe anything is inadvertent when it comes to the communist party of China," Tester said.

The incident added tension to the fraught U.S.-China relationship, with Secretary of State Antony Blinken canceling a planned trip to Beijing. Blinken and other U.S. officials called the balloon a "clear violation" of international law.

China has now accused the U.S. of flying several balloons into its airspace since the spring of last year, which White House spokesperson John Kirby flatly denied during an appearance Tuesday on ABC's "Good Morning America."

"We do not deploy surveillance balloons over China," Kirby said, though he declined to answer a follow-up question on whether the U.S. spies on China.

The Pentagon said earlier this month the balloon didn't pose a physical threat, and that once it was detected the U.S. took steps to protect against foreign intelligence collection.

Crews have been working since the Feb. 4 take down to collect debris. A significant portion of the balloon's reconnaissance section was recovered on Monday, a U.S. official confirmed to ABC News. One official said the payload is 30-feet long.

Er is door het ministerie van Buitenlandse Zaken niet vermeld wanneer Xi het bezoek aan de Islamitische Republiek gaat brengen.

China en het diplomatiek gezien relatief geïsoleerde Iran zijn al geruime tijd partners vooral dankzij de aanzienlijke hoeveelheden olie en gas die Iran naar China exporteert. China voert onder meer wapens uit naar Iran en de twee zouden militair veel samenwerken. China en Iran werken aan een partnerschap voor de lange termijn waarbij de volksrepubliek Iran aan infrastructurele projecten en betere zeehavens helpt en Iran China aan olie en gas.

China streeft in de hele regio naar meer invloed en economische expansie, onder meer met investeringen in het kader van de Nieuwe Zijderoute. Onderdeel van dit tien jaar terug gestarte Chinese initiatief is de aanleg van spoorwegen en wegen in Centraal- en Zuid-Azië.

Dutch police taking measures after Chinese spy balloon in U.S. airspace

The National Police are taking measures after the United States found suspicious balloons in their airspace, which they believe the Chinese government used for espionage. The Dutch police will use fewer drones made wholly or partially in China, a spokesperson for the National Police told De Telegraaf.

The danger is “real,” according to the spokesperson. “We are aware of the risk of espionage,” she said. “Developments are not standing still. We keep a close eye on them and adjust our measures accordingly if necessary.”

She stressed that while the police use drones made in China, they don’t use Chinese apps to control them.

In the past year, the police used drones for enforcement, investigation, or aid provision 2,350 times. That is more than twice as much as in the previous year. Some of the drones in the police’s arsenal were made by the Chinese technology company Da Jiang Innovations.

Earlier this month, the United States shot a Chinese balloon out of the sky. The U.S. government said China used the balloon to spy on them, but China claims it was only a weather balloon that had blown off course.

Na bijna drie jaar te hebben vastgehouden aan zijn strenge zerocovidbeleid, kondigde Beijing in december vorig jaar onverwacht aan een groot deel van de maatregelen los te laten. Vervolgens kende China de grootste uitbraken sinds de start van de pandemie.

Maar de gevolgen daarvan vielen relatief mee, zegt de partij nu. Volgens de verklaring zijn na de versoepelingen slechts 80.000 mensen aan het virus overleden, op een bevolking van 1,4 miljard. 200 miljoen Chinezen hebben medische hulp gekregen na een coronabesmetting, waarbij het in 800.000 gevallen ging om zware ziektegevallen.

Maar die cijfers zijn volgens waarnemers een grove onderschatting van de werkelijke situatie. Een prominente Chinese viroloog vermoedt dat 80 procent van de Chinezen de voorbije maanden corona heeft opgelopen.

Gevolgen
Maar de gevolgen daarvan vielen relatief mee, zegt de partij nu. Volgens de verklaring zijn na de versoepelingen slechts 80.000 mensen aan het virus overleden, op een bevolking van 1,4 miljard. 200 miljoen Chinezen hebben medische hulp gekregen na een coronabesmetting, waarbij het in 800.000 gevallen ging om zware ziektegevallen.

Maar die cijfers zijn volgens waarnemers een grove onderschatting van de werkelijke situatie. Een prominente Chinese viroloog vermoedt dat 80 procent van de Chinezen de voorbije maanden corona heeft opgelopen.

Een miljoen sterfgevallen
Experts van de Wereldgezondheidsorganisatie voorspelden eerder dit jaar zelfs een miljoen sterfgevallen als gevolg van de recente uitbraken. Het precieze dodental is bijna niet te achterhalen, omdat veel patiënten thuis overlijden zonder officiële doodsoorzaak. Geen enkel bericht van het CCP geteisem uit Peking is geloofwaardig. Alles is politiek gemotiveerd en dient slechts het voortbestaan van de partij en haar leden.
