Iberdrola Activates Plan of Action to Prevent Advance of Coronavirus

Spain's leading utility Iberdrola has put into operation its global action plan against the COVID-19 coronavirus, in accordance with the recommendations of the health authorities. Although no group employee has yet been diagnosed with the illness, Iberdrola has put into action 65 measures that will contribute to ensuring the operation of its business, attending to its commitment to stakeholders (customers, suppliers, shareholders and the general public), while protecting the health and safety of its workers and facilitating the reconciliation of personal and working life.

Iberdrola, as a company that provides an essential service to society, has implemented a series of measures at all its work centres (offices, transformer facilities, power plants and customer support centres). The measures are additional and specific to ensure operation as usual and continuity of service.

The company has activated teleworking systems for its corporate centre staff in affected areas, such as Spain and Italy. At the same time, national and international travel has been banned, except in exceptional circumstances, as well as meetings and training courses, except those relating to safety. Remote communication and online options have been extended.

The measures include extraordinary protocols for critical business groups and mobility and temporary relocation contingency plans for workers in essential facilities and functions in electricity generation, distribution and supply to end users.

GWEC and RE100 Join Forces for Renewable Electricity in Emerging Markets

The Global Wind Energy Council is entering a new partnership with The Climate Group’s RE100 initiative to spur greater corporate commitment to renewable electricity sourcing in emerging markets. GWEC is the neutral representative body for the global wind industry, representing leading wind energy manufacturers, developers, utilities IPPs and service companies. RE100 brings together more than 200 global companies committed to 100 per cent renewable power. There is strong matchmaking potential between the parties’ member companies on the demand and supply sides of wind energy. This will be particularly impactful in emerging and developing markets across Asia, Africa and Latin America, where many RE100 members have significant operations but limited options for sourcing renewables.

Given the common interests and shared objectives of both partners, the MOU paves the way for a cooperative approach to addressing the barriers to corporate sourcing of renewable electricity. This will include joint efforts to encourage greater ambition among private companies of all sizes to power their operations with 100 per cent renewable electricity, and to streamline procurement processes in private markets for wind and renewable power.

New York Governor Cuomo Announces 21 Large-Scale Renewable Energy Projects

New York Governor Andrew M. Cuomo last week unveiled the details of the awards for 21 large-scale solar, wind, and energy storage projects across upstate New York, totaling 1,278 megawatts of new renewable capacity. These projects, which New York Energy Research and Development Authority and other State and local agencies will ensure are sited and developed responsibly, will spur over USD 2.5 billion in direct, private investments toward their development, construction and operation and create over 2,000 short-term and long-term jobs. The awards accelerate New York’s progress towards Governor Cuomo’s Green New Deal goal to obtain 70 percent of the state’s electricity from renewable sources by 2030, as codified by the Climate Leadership and Community Protection Act, and support the State mandate for a 100 percent carbon-free electricity sector by 2040. Governor Cuomo said "New York continues to be a leader in developing large-scale renewable energy projects in a way that brings significant economic benefits and jobs to the state. With these projects we will build on our aggressive strategy to combat climate change and lay a foundation for a more sustainable future for all New Yorkers."

The 21 large-scale renewable energy projects (by region) are:

Bald Mountain Solar: Boralex will build a 19.99 megawatt solar facility in the town of Greenwich.
West River Solar: Boralex will build a 19.99 megawatt solar facility in the town of Moreau.

Central New York

Wärtsilä to Build Power Plant for Guyana Power and Light

The technology group Wärtsilä and electric utility Guyana Power and Light Inc have signed an Engineering, Procurement and Construction contract for a 46.5 MW dual-fuel power plant at the Garden of Eden Generating Complex in the Cooperative Republic of Guyana. The project will be an immediate boost to the reliability of Guyana’s electricity system and will support near term integration of renewables into the grid. The order was booked with Wärtsilä in December 2019.

Oil exploration activities in the offshore waters of Guyana have resulted in significant finds of crude oil and associated gas. As a result, the potential utilisation of natural gas led GPL to make the strategic decision to opt for dual-fuel fired generating units, able to operate on both natural gas and liquid fuels. The new power plant will, therefore, operate on five highly efficient Wärtsilä 34DF dual-fuel engines that will initially run on liquid fuel, and on natural gas when that fuel becomes available. As part of the project, Wärtsilä will also supply a 69 kV sub-station to be integrated within the existing Garden of Eden sub-station. The Wärtsilä plant is being delivered on a fast-track basis and is scheduled to be completed in mid-2020.

The fast-starting capability of the Wärtsilä engines will provide the necessary load balancing for the future integration of renewable energy supplies, primarily solar and wind, into the grid. Since renewables are inherently variable, flexible response from the generator sets is essential.
This is the sixth power plant that Wärtsilä is supplying to GPL - a relationship that goes back to 1992 when the first Wärtsilä plant was constructed at the Garden of Eden site.

Coronavirus | Netbeheerders leggen niet-urgente werkzaamheden alsnog stil

Alle Nederlandse netbeheerders leggen de niet-urgente werkzaamheden stil. Coteq, Enduris, Enexis, Liander, RENDO, Stedin, TenneT en Westland Infra voeren vanwege het coronavirus alleen nog spoedwerkzaamheden uit.

Eerder deze week meldde de redactie van Solar Magazine dat de regionale netbeheerders Liander en Enexis ondanks de uitbraak van het coronavirus gewoon doorgingen met hun werkzaamheden.

Speciaal issueteam
De monteurs van de storingsdiensten van de netbeheerders staan nog wel steeds 24 uur per dag en 7 dagen per week klaar om storingen zo snel mogelijk op te lossen.

Enexis meldt verder dat een speciaal issueteam de actuele situatie van uur tot uur monitort en op basis van meerdere scenario’s toekomstige besluitvorming voor bereidt. ‘Een groot deel van onze werkzaamheden bij bedrijven en bij klanten thuis is uitgesteld. Het gaat om werkzaamheden gepland tot en met 6 april. Zo beperken we contact tussen monteurs en klanten zoveel mogelijk. Hebt u een afspraak staan vóór 7 april met Enexis Netbeheer of met een aannemer die werkt in opdracht van ons? Dan annuleren wij deze afspraak voorlopig. U krijgt hier telefonisch of per brief bericht over van ons of onze aannemer.’

Geen verzwaring netaansluitingen
De afspraken die niet doorgaan zijn onder meer het plaatsen van slimme meters, het vervangen van afgekeurde meters , het oplossen van niet-urgente storingen in meters zoals storingen in de communicatiemodule, meteropnames en meterinspecties, maar ook het verzwaren of verlichten van aansluitingen gaat niet door.

In enkele gevallen is het niet goed mogelijk om werkzaamheden per direct stil te leggen. Het gaat bijvoorbeeld om onderhoudswerkzaamheden die al gestart zijn en die de netbeheerders moeten afmaken.

SSE Keadby Bags Contract in T-4 Capacity Auction in UK

SSE has secured a 15-year capacity agreement for its 840MW Keadby 2 CCGT in North Lincolnshire, which is expected to become the cleanest and most efficient gas-fired power station in Europe when completed in 2022. The contracts secured by SSE comprise 888MW of hydro-electric and pumped storage capacity and 2,706MW of gas-fired and embedded capacity. This includes the company’s Keadby 2 CCGT which is currently under construction in North Lincolnshire, as well as its existing Peterhead CCGT in Aberdeenshire.

SSE’s Keadby 2 CCGT will bring first-of-a-kind, super-efficient gas turbine technology from Siemens to the UK. As a new-build, the station has received a 15-year capacity agreement at a de-rated capacity of 803.7MW. The station will also be capable of being upgraded to decarbonise its generation through the use of carbon capture and hydrogen technology, as routes to market develop.

The results of the T-4 Capacity Auction in Great Britain were published on Friday 6 March, with SSE provisionally securing contracts for a total de-rated capacity 3,594MW. In total, 43,749MW in capacity contracts were awarded to electricity generators at an auction clearing price of GBP 15.97/kW. This auction relates to the capacity year 2023/24, which runs from 1 October 2023 to 30 September 2024.

RWE Postpones AGM amid Coronavirus COVID-19 Spread

Against the background of the worldwide spread of the coronavirus and the instructions issued by the responsible health departments, the Executive Board of RWE today decided not to hold the company’s Annual General Meeting which was scheduled to take place on 28 April 2020, but to postpone it to a later date in 2020. For RWE, the health of the company’s shareholders is of utmost priority. The same holds true for the health of RWE’s employees and employees of partner companies involved in preparing and facilitating the Annual General Meeting. By postponing the event, RWE wants to actively contribute to slowing down the spread of the virus.

This decision will inevitably lead to a corresponding postponement of the resolution on the allocation of profit and of the dividend payment.

Depending on the further course of the wave of infections, RWE AG aims to hold the Annual General Meeting later in 2020 and to issue invitations to this postponed 2020 Annual General Meeting then.

NTPC Taken Precautions against Coronavirus COVID-19

India’s largest power producer NTPC Ltd is prepared to supply uninterrupted power to the nation despite the widespread threat of COVID-19. To deal with the ongoing crisis, NTPC Ltd has issued suitable advisories for its employees posted at various Units and Offices in line with the advisory issued by the Government of India to deal with the epidemic. All employees have been advised to avoid face to face meetings and Public gatherings to the extent feasible.

NTPC has ensured wide circulation of dos & don’ts with regards to COVID-19 in the townships, to all employees through different modes of extensive campaigning like films, posters, hoardings etc.

Officials have been advised to curtail visit to foreign countries to the extent feasible. Further, any person who has visited affected foreign countries in the recent past (last 14 days) is appropriately advised to report to the State Health Authorities for further necessary action.

Employees, who are at high risk of complications in the event of COVID-19 infection are allowed to work from home.

Vattenfall Well Prepared for Coronavirus COVID-19 crisis

Vattenfall's announced that its operations are not being impeded by the effects of the coronavirus in the current situation. Plans to maintain secure operation of generation and distribution in the event of an even more serious situation are in place. It said “Measures have been under way within Vattenfall for several weeks to ensure generation and other activities critical to society. This is done using continuity plans that have been drawn up for Vattenfall's business areas and that are activated in connection with exceptional situations like the current spread of Covid-19.”

It said “The aim is to safeguard staffing and maintain security of supply. The resources are thus focused on keeping operations going in the power plants and facilities in Vattenfall's markets.”

Vattenfall has commercial operations in Sweden, Germany, the Netherlands, Denmark and the UK, Finland, France and Norway.

Meer omzet voor EON dankzij Innogy

(ABM FN-Dow Jones) E.ON heeft in 2019 meer omzet geboekt en ook het operationeel resultaat zien stijgen, maar de outlook voor heel 2020 is nog wel samengesteld zonder rekening te houden met de effecten van de corona-uitbraak. Dit maakt het Duitse energiebedrijf woensdag voorbeurs bekend.

Vorig jaar realiseerde E.ON een omzet van 41,5 miljard euro, voor een belangrijk deel gestuwd door de overname van Innogy, dat meer dan 10 miljard euro aan omzet meenam maar ook 421 miljoen euro aan winstgevendheid. Innogy kwam in september 2019 bij E.ON aan boord.

De aangepaste EBIT kwam over 2019 uit op 3,2 miljard euro, 9 procent dan over 2018 kon worden bijgeschreven. Het aangepaste nettoresultaat was 1,5 miljard euro stabiel ten opzichte van 2018.

Het segment Customer Solutions ervoer tegenwind in het Verenigd Koninkrijk door lagere tarieven en een daling in het Britse klantenbestand. In het Verenigd Koninkrijk is het bedrijf zijn operaties aan het herstructureren.

De omzet steeg van 8.752 miljoen naar 9.162 miljoen euro, maar de winst halveerde ruimschoots van 1.033 miljoen tot 493 miljoen euro. Er was sprake van een moeilijke vergelijkingsbasis na "sterke" cijfers een jaar eerder en EON had afgelopen kwartaal te kampen met hogere herstructureringskosten.

Dividend

Het dividendvoorstel ligt voor 2019 op 0,46 euro per aandeel E.ON. Het plan van het bedrijf uit Essen is om het dividend elk jaar tot en met 2022 met 5 procent te laten groeien.

Outlook

E.ON streeft voor 2020 naar een groei van 7 tot 9 procent van de aangepaste EBIT naar 3,9 miljard tot 4,1 miljard euro.

Voor het aangepaste nettoresultaat wordt voor dit jaar uitgegaan van een bedrag tussen de 1,7 miljard en 1,9 miljard euro.

Dit is volgens E.ON nog zonder de impact van de coronacrisis.

Het bedrijf verwacht een synergievoordeel van 740 miljoen euro tot en met 2022 en van 780 miljoen euro tot en met 2024.

De koers van het aandeel EON won dinsdag 5,3 procent.

Eneco en Mitsubishi ronden overname af

Eneco komt definitief in Japanse handen. Het energiebedrijf meldt woensdag dat alle betrokken partijen hun fiat hebben gegeven aan de deal. In het geval van het Nederlandse energiebedrijf waren dat onder andere 44 gemeenten, waaronder Rotterdam met een belang van 31,7%.

In november werd bekend dat Mitsubishi en Chubu Eneco overnemen voor €4,1 mrd. Met de overname troefden de Japanners onder meer Shell, PGGM en Rabobank af. Ook de Australische investeringsmaatschappij Macquarie en KKR uit New York waren in de race.

Duurzame koers overeind

Topman Takehiko Kakiuchi van Mitsubishi, dat sinds 2012 met Eneco samenwerkt, laat in het persbericht weten niet te willen morrelen aan de duurzame koers van het bedrijf. Voor de Nederlandse aandeelhouders was dat ook een belangrijke voorwaarde voor de overname.

Ruud Sondag, de topman die na een grote machtsstrijd was aangesteld om de verkoop in goede banen te leiden, is vertrokken. Het selectieproces voor een nieuwe topman 'bevindt zich in een vergevorderd stadium', aldus het bedrijf.

Bruggenhoofd

Hans Peters, de huidige chief customer officer, treedt toe tot de raad van bestuur van Eneco, evenals Hiroshi Sakuma, de adviseur van de bestuursvoorzitter van Mitsubishi, die eind november de deal met Eneco wereldkundig maakte.

Sakuma wordt verantwoordelijk voor het bevorderen van de samenwerking tussen Eneco en Mitsubishi en Chubu, maar zal zich ook gaan bezighouden met de uitbreiding van Eneco’s activiteiten naar internationale markten. Hij wordt chief cooperation & international officer binnen Eneco. Mitsubishi heeft eerder gezegd dat Eneco het bruggenhoofd wordt voor de Europese activiteiten.

MAN Energy Solutions to Install 400 MW Power Plant Capacity in Bangladesh

MAN Energy Solutions is supplying generation technology for a newly built power plant in Chandpur in Bangladesh and has successfully handed over another three power plants in the cities of Bogra and Chittagong. MAN Energy Solutions is supplying its customer Chandpur Power Generation with a combination of four 18V51/60TS and two 20V45/60 engines for the new plant in Chandpur, which will feed a total of 125 MW into the national grid. Chandpur Power Generation is a subsidiary of Doreen Power.

The world's most powerful four-stroke engine – the MAN 20V45/60 – is being installed in Chandpur. With an output of around 26 MW per engine, not only is the 20V45/60 especially powerful, it also achieves outstanding efficiency values with a fuel utilization of over 50 per cent. The customer in Chandpur is also relying on another special feature: Four 18V51/60TS engines are for the first time combined with two-stage turbocharging – a premiere for this engine type. Such units come with a low-pressure compressor and a high-pressure compressor, which work connected in series and therefore achieve improved power density and efficiency.

MAN Energy Solutions has already gone one step further in Bogra and Chittagong. The three power plants constructed there have now been successfully handed over to the customer, Confidence Power. The power plants use fifteen 18V48/60 units in total. The two plants in Bogra will generate 113 MW each to supply base-load electricity to the city, while the third power plant in Chittagong will feed 56 MW into the grid of the port of Bangladesh's second-largest city.

Enel Cuore Supports COVID-19 Emergency in Italy

Enel’s non-profit organization Enel Cuore has approved a series of measures to support key organizations involved in providing health and social assistance services in the response to the health emergency triggered by spread of the COVID-19 virus in Italy.

Enel Cuore has identified the areas of intervention in which it will evaluate existing initiatives under way in Italy. More specifically, Enel Cuore will:

· provide immediate support for Italy’s Civil Protection Department in its efforts to tackle the epidemiological emergency;

· support hospitals, healthcare facilities and agencies in creating new hospital beds and purchasing the necessary equipment in the most affected areas of northern Italy and in the rest of the country;

· support Italian non-profit voluntary organizations to ensure their safety and the continuity of their activities;

· contribute to the efforts of local governments to support those who have been hit the hardest by the emergency and, afterwards, to support the resumption of community life.

To implement these initiatives, Enel Cuore has allocated over 23 million euros both for projects that have already been identified and for others now being identified. The latter will be decided rapidly, thanks to the dialogue and close coordination with Italian Civil Protection as well as national and regional authorities operating in the front line against the spread of the virus.

To cope with the emergency, e-distribuzione, Italy’s largest electricity distribution company, has already responded by donating connections to the grid (or increasing available capacity) to public health facilities or health service areas, including temporary structures, that have been activated to help manage the COVID-19 crisis until the end of the state of emergency.

Door corona meer overstappers van energie en internet

De voorbije weken is het ongewoon druk geweest op vergelijkingssite Pricewise. Vooral voor gas en licht zijn er nu opmerkelijk veel overstappers. Dat zegt Hans de Kok, directeur van Pricewise. 'Mensen gaan nu toch op de vaste lasten letten. Daarnaast zijn ze meer thuis en zitten dus meer tijd achter de computer.'

Zo druk als de laatste twee weken van maart, is het in deze tijd van het jaar nog nooit geweest, zegt De Kok. Het bezoek ligt 10% boven de pre-coronatijd, en voor energiecontracten soms wel 20% hoger.

Meeste besparingen

'Op energie kun je ook het meeste besparen', zegt De Kok. Overstappen loont: wie frequent wisselt van energieleverancier, profiteert van kortingen die bedrijven aanhoudend geven om klanten te lokken. Daarbij speelt nu nog de lage gasprijs, waardoor de bonus om over te stappen volgens De Kok kan oplopen tot honderden euro's.

'Pricewise bestaat sinds 2008. Sinds die tijd is de vaste gasprijs nog niet zo laag geweest als nu.' Al zijn gas en elektra uiteindelijk nog niet de helft van de energierekening. Het grootste deel van de nota bestaat uit heffingen en belastingen.

Vaste telefonie

De vergelijkingssite ziet verder veel interesse in nieuwe TV- en internetabonnementen. Opvallend is dat er voor het eerst in lange tijd weer een toename is in zogeheten triple play abonnementen: televisie, internet en vaste telefonie. 'Vaste telefonie verkochten we amper meer. Maar het zijn toch oudere mensen die nog veel bellen en gebeld worden met een vaste lijn. We zien de vraag stijgen, net als die voor mobiele telefonie.'

Bij de televisieabonnementen ziet Picewise een verschuiving. Mensen hadden dure sportabonnementen. Nu alle voetbalcompetities stil liggen, en de kinderen thuis blijven, worden die abonnementen verruild voor abonnementen met veel kinderseries en films. 'Mensen kijken gewoon meer televisie', weet De Kok. Dat is ook vaker 'lineaire tv', dus de reguliere programma's van de zenders, op het moment dat die worden uitgezonden.

Reisverzekering

Bij de verzekeringen ziet hij dat de gestokte autoverkopen alsnog hebben geleid tot een groter winkelgedrag in de polissen. 'Mensen veranderen minder snel van auto, maar houden nu wel even hun verzekering tegen het licht. Misschien omdat ze nu thuis de hele polismap aan het uitpluizen zijn. Of omdat ze een tweedehands wagen kopen.'

Naar één soort polis wordt de voorbije weken echt helemaal niet meer gezocht. 'De reisverzekering', zegt De Kok. 'Maar dat lijkt me logisch.'

Jura Mainland Submarine Cable Replacement Commenced

Scottish and Southern Electricity Networks has commenced the installation of a new submarine electricity cable between Jura and Tayvallich, Argyll, following a cable fault in November. Necessary permissions from statutory authorities were received on 24 January and, since then, a specialist marine vessel has been on standby awaiting suitable weather conditions to carry out the end-to-end cable replacement. This critical work is essential to the safe and reliable supply of electricity and is in keeping with government guidance on continuance of works vital to national infrastructure. Measures have also been put in place for social distancing and safe working in relation to the coronavirus outbreak.

Upon successful installation, end-to-end testing took place before connecting the new cable to the electricity distribution network serving Jura, Islay and Colonsay.

Weather permitting, SSEN expects the new cable to be in operation by early April. Customers on Jura will experience a brief interruption to power supplies of less than five minutes as the network returns to normal operation and are being proactively contacted in advance.

Megaschip Allseas gaat vijf installaties weghalen uit Noordzee

Pioneering Spirit, het 382 meter lange en is 124 meter brede schip van Allseas, gaat tussen 2021 en 2026 vijf installaties weghalen uit het Noorse deel van de Noordzee. Dat meldt het offshorebedrijf woensdag, zonder financiële details bekend te maken.

Het gaat om drie platforms plus de metalen onderbouw, en twee keer alleen de metalen onderbouw, de zogeheten jackets. Die worden verwijderd uit het Valhall-olieveld ten zuidwesten van Noorwegen. De zee heeft daar een diepte van zo'n 70 meter.

Voorbereiding
Allseas krijgt de opdracht van Aker BP. Het Nederlandse offshorebedrijf had in 2017 al een raamovereenkomst gesloten met deze Noors-Britse joint venture, die genoteerd staat op de beurs van Oslo.
Een woordvoerder van het bedrijf spreekt over 'een mooie klus' voor Allseas. Wanneer het schip welke installatie gaat verwijderen, dat is nu nog niet duidelijk. 'We hebben nog meer projecten. De komende vijf jaar hebben we veel werk te pakken.'

Het daadwerkelijke verwijderen van zo'n gevaarte midden op zee is voor Pioneering Spirit een kwestie van dagen. Maar de voorbereiding duurt maanden, zo niet jaren. Alles moet worden geanalyseerd en doorberekend, het schip moet helemaal klaar worden gemaakt, de routes in kaart gebracht.

48.000 ton
Het zwaarste platform dat de Pioneering Spirit gaat tillen in deze klus is een productieplatform van 11.000 ton. Voor de begrippen van Allseas is dat nauwelijks een zwaargewicht: de Pioneering Spirit heeft een totale capaciteit van 48.000 ton.

In de Noordzee staan tientallen platforms die niets meer produceren. Ze moeten verwijderd worden. Dat zijn, anders dan het leggen van leidingen op zee dat maanden in beslag neemt, allemaal redelijk korte projecten. Vanuit Nederland wordt er dan ook op gehamerd op grotere samenwerking bij deze zogeheten decommissioning, onder meer omdat dat de kosten drukt.

Hoe ‘brandschone’ pelletbrander de stempel ‘vervuiler’ kreeg

In totaal 100 miljoen euro heeft de overheid uitgegeven aan subsidies op houtkachels in woningen, met steun van milieuorganisaties. Omdat ze duurzaam zouden zijn. Nu is de regeling vroegtijdig gestopt omdat de toe-stellen schadelijke stoffen uitstoten. Over een opmerkelijke draai van het kabinet.

Of hij het echt zeker wist, had de kachelverkoper nog aan Louis Rodenstein gevraagd. Een op hout gestookte cv-ketel à 25.000 euro voor een woonhuis had hij nog niet eerder verkocht. Ja, Louis wist het zeker. Want: we moeten toch van het gas af, klinkt het steeds? Vanwege de aardbevingen in Groningen, vanwege de uitstoot van broeikasgassen. Rodenstein, leraar maatschappijleer en levensbeschouwing, wilde daarom iets doen toen hij drie jaar geleden met zijn gezin verhuisde.

Fijnstof
,,Uiteindelijk bleek dit de enige echte oplossing”, vertelt hij in de kelder van zijn woning in Almelo. Hij staat naast een biomassaketel, die gecombineerd met een zonneboiler zorgt voor de verwarming en warm water in keuken en douche. Brandstof hiervoor zijn pellets, kleine blokjes geperst hout. Het was een forse investering (,,De subsidie van 7000 euro was daarom mooi meegenomen’’), maar Rodenstein is zeer tevreden. ,,De verbranding gebeurt geheel automatisch, het rendement is hoog. De uitstoot van fijnstof is nihil. Ruiken doe je hem buiten niet.”

Had hij toch maar mooi een goede daad gedaan. Of toch niet? Sinds begin dit jaar staat Rodenstein te boek als luchtvervuiler, althans zo ervaart hij dat zelf. Want de subsidie op biomassaketels en pelletkachels is vervroegd afgeschaft. Omdat deze toestellen door de uitstoot van fijnstof en andere schadelijke stoffen de gezondheid van burgers kunnen schaden.

De afschaffing is een van de maatregelen in het Schone Lucht Akkoord, dat kabinet, provincies en gemeenten begin dit jaar tekenden om de luchtkwaliteit te verbeteren.

Draai
Een opmerkelijke draai van het kabinet in een paar jaar tijd. Hoe heeft het zover kunnen komen? De onderzoeksredactie van De Gelderlander, De Stentor en De Twentsche Courant Tubantia maakte een reconstructie.

We gaan terug naar 6 september 2013. Meer dan veertig partijen tekenen die woensdag in de grote vergaderzaal van de Sociaal Economische Raad in Den Haag het Energieakkoord. Daarin staat hoe Nederland zal omschakelen naar een schone en betaalbare energievoorziening. Meest opvallende handtekeningen onder de overeenkomst zijn die van milieuorganisaties Greenpeace en Milieudefensie. Na decennia van actievoeren hebben die voor een nieuwe strategie gekozen: aanschuiven aan de onderhandelingstafel.

Maar zoals dat bij onderhandelingen gaat: voor wat, hoort wat. De ondertekenaars stemmen ook in met de inzet van

biomassa. Die wordt door Europese overheden beschouwd als klimaatneutraal, omdat de CO2 die bij verbranding van het hout vrijkomt, weer wordt opgenomen door andere bomen. Het is op dat moment de enige manier voor Nederland om op korte termijn internationale klimaatafspraken over de opwekking van duurzame energie te behalen.

Ambtenaren op het ministerie van Economische Zaken en Klimaat bedenken daarop een financiële regeling om woningeigenaren over te halen duurzame energie te produceren. Naast warmtepompen en zonneboilers gaat het om kachels en ketels die branden op pellets. Nadeel: ze stoten schadelijke stoffen uit. Veel minder dan gangbare houtkachels, maar toch.

Minister Wiebes besluit daarop extra eisen aan deze toestellen te stellen. Pelletkachels en -ketels niet subsidiëren is voor hem geen optie.

Kritisch
Milieuorganisaties zijn dan al kritisch op houtstook, maar met de uitwerking door de ambtenaren bemoeien Greenpeace en Milieudefensie zich niet. Ook de overgrote meerderheid van de Tweede Kamer laat het gaan. De subsidie, die op 1 januari 2016 ingaat, lijkt goed te vallen bij woningbezitters die begaan zijn met het milieu. Het eerste jaar worden bijna 13.000 pelletkachels en 2800 ketels aangeschaft.

Gaandeweg verschijnen er kritische rapporten, zoals van het Platform Houtstook en Gezondheid, dat in 2018 adviseert de subsidie af te schaffen, vanwege de gezondheidsrisico’s. Maar het kabinet houdt voet bij stuk. Wel wordt ingezet op betere informatievoorziening over goed stoken.

Vuurtje stoken
In een halfjaar tijd probeert de Partij voor de Dieren (PvdD) tot drie keer toe via een motie de subsidie van tafel te krijgen. Tevergeefs. ,,In die tijd werd er in de Kamer nog wat lacherig over gedaan. De houding was: laat die mensen toch lekker een vuurtje stoken”, zegt Eva van Esch, Tweede Kamerlid namens de linkse oppositiepartij. Wel wordt eind 2018 in de onderhandelingen voor het Klimaatakkoord, de opvolger van het Energieakkoord, afgesproken dat de subsidie wordt geëvalueerd.

Tot verrassing van velen kondigt D66-minister Van Veldhoven in de zomer van 2019 aan dat het kabinet per 1 januari 2020 met de subsidie stopt, een jaar eerder dan was afgesproken. Directe aanleiding voor de ommezwaai is de evaluatie van de subsidie door onderzoeksbureau SEO. Daaruit blijkt dat de gezondheidsschade door de uitstoot van schadelijke stoffen niet opweegt tegen de milieuwinst van deze toestellen. Bovendien bleek uit dit onderzoek dat de regeling nauwelijks effect heeft gehad. De meeste mensen hadden zonder subsidie ook deze toestellen aangeschaft.

Warmtepompen
Zo’n integrale vergelijking was daarvoor nog niet gemaakt, zegt minister Eric Wiebes (Economische Zaken en Klimaat, VVD) in een reactie. Dat de regeling is afgeschaft, betekent niet dat het kabinet nu een tegenstander is van pelletkachels, stelt hij. De subsidieregeling is volgens Wiebes niet mislukt, met name bij warmtepompen zou die voor een stimulans hebben gezorgd.

Met de subsidieregeling is in totaal 100 miljoen euro verstrekt voor de aanschaf van ruim 60.000 pelletkachels en 11.000 pelletketels, blijkt uit cijfers van subsidieverstrekker RVO.

Terug naar de biomassaketel in Almelo, naar de boze Louis Rodenstein. ,,Ik dacht juist heel duurzaam bezig te zijn. Ik kreeg niet voor niets subsidie. Nu voel ik me bedonderd.”

McDermott Completes Entergy Louisiana's Lake Charles Power Station

McDermott International Inc announced it successfully achieved substantial completion of Entergy Louisiana, LLC's Lake Charles Power Station, a combined-cycle gas power station in Lake Charles in Louisiana. This milestone means the plant has now been turned over to the owner and can begin commercial operations. The Lake Charles Power Station project is a 994-megawatt natural gas-fired, combined-cycle power plant that is expected to be one of the cleanest and most efficient fossil fuel-fired plants developed by Entergy Louisiana. It will produce power sufficient for approximately 675,000 Louisiana homes.

McDermott's Senior Vice President for North, Central and South America Mark Coscio said "Congratulations to the project team whose commitment to execution excellence has allowed us to deliver the Lake Charles Power Station more than a month ahead of schedule. I also applaud the team's focus on safety—they reached substantial completion with 3.9 million safe work hours without a lost-time incident."
