US solar tariffs violate trade rules - WTO complaint

REUTERS reported that China's commerce ministry said that a US decision to subsidise renewable energy firms and impose tariffs on imported products has seriously distorted the global market and harmed China's interests, firing the latest shot in a broader trade conflict. The ministry said on its website said that China has lodged a complaint to the World Trade Organisation to help determine the legality of the US policies, saying they not only harm China's rights but also undermine the WTO's authority.

Washington announced in January that it was imposing what it called safeguard tariffs over four years with a 30 percent tariff in the first year reduced gradually to 15% in year four.

The commerce ministry statement said that "As the U.S. violations have severely distorted the global market for products like photovoltaics and seriously damaged China's trade interests, China's use of the WTO dispute settlement mechanism is a necessary measure to safeguard its legitimate rights and interests and maintain multilateral trade rules.”

The move is not expected to have an immediate impact on China's major solar manufacturers, including GCL, Jinko Solar and Canadian Solar, as their exposure to US markets was reduced after earlier trade disputes.

One Chinese executive, speaking on condition of anonymity, told Reuters that US solar tariffs were a "sideshow" and had little effect on Chinese business.

Mr Peng Peng, a researcher with the China Renewable Energy Industry Association described the dispute as "a microcosm of the big trade spat". He said that "The solar problem has existed for years. I think China chose to bring it up in order to keep up the rhythm of the trade dispute.”

The United States has accused China of using subsidies and bulk manufacturing capacity to drive down prices and put U.S. competitors out of business in a range of sectors.

Sungrow to supply inverters to Vietnam solar project

Sungrow, the global leading inverter solution supplier for renewables announced it signed an agreement with Dai Hai Power to supply central inverters for 100 MWp project located near the Northwest of Buon Me Thuot City, Vietnam. The project is settled on brownfield sites which offer excellent natural conditions for generating power from sun and expects to generate 150 GWh of clean energy annually after the project's completion. Combining a nearby hydro power plant, Dai Hai Power can acquire clean power at all times. The project is also recognized as promoting regional economic growth and improving the social life for the local communities at large.

The 100MWp project utilizes 31 units 1500Vdc 2.5 MW central inverters. This turnkey solution with transformer and RMU, is optimized for easy installation and commissioning, shortens the construction period, and enables overall cost-savings.

JA Solar supplies mono PERC modules for rooftop solar project in MENA

JA Solar Holdings Co Ltd, one of the world's leading manufacturers of high-performance solar power products, announced that it has supplied 3.2MW of mono PERC modules for Aramex's solar plant in Dubai, United Arab Emirates. This plant represents the largest single-rooftop solar project in the Middle East and North Africa (MENA) region to date.

Located in Dubai Logistics City, the rooftop project was constructed on a turnkey basis by IMG Solar FZE, a subsidiary of Izzat Marji Group in Jordan. The strong focus on excellent quality and pace resulted in the successful completion of the project. The rooftop solar project is expected to generate 5 million kWh of electricity per year, accounting for 60% of the electricity needs of Aramex's facility, and to reduce carbon dioxide emissions by 3,000 tons annually.

JA Solar supplied all of the mono PERC modules used in the project. The company is the core patent holder of PERC technology, and its PERC products were designed to withstand the climate in Dubai, which is known for hot temperatures, intense ultraviolet radiation, high winds and sandstorms. These high-performance modules can also resist high temperature and the abrasion of wind and sand, have higher reliability and power generation efficiency, and provide a solid guarantee for maximizing the power generation out of the system.

Mr Cao Bo, Vice President of JA Solar, said that "We are committed to the research and development of mass-produced, high-efficiency solar modules. We will continue to provide customers with high-quality products and services and promote the healthy and sustainable development of the photovoltaic industry."

Fotowatio Renewable plans to exit solar project in India

Live Mint reported that Fotowatio Renewable Ventures owned by Abdul Latif Jameel Energy and Environmental Services, plans to exit its only investment in the Indian solar power space, said two people aware of the development. Edelweiss Infrastructure Yield Plus Fund and Actis LLP’s Sprng Energy Pvt Ltd have evinced interest in FRV’s solar power project located in Ananthapuramu Solar Park in Andhra Pradesh. Greenstone Energy Advisors, an investment bank focused on the Indian renewable energy sector, is running the sales process.

The proposed exit by FRV, the largest Arabian green energy utility, comes at a time when Indian solar tariffs are hovering around record lows. The winning tariff for a 2,000 megawatts (MW) tender by state-run NTPC Ltd last week was at INR 2.59 per unit. In May 2017, India had achieved a record low solar power tariff of INR 2.44 per unit. In early July, tariffs had again touched INR 2.44 per unit in an auction conducted by state-run Solar Energy Corp of India Ltd.

One of the two people cited above, requesting anonymity said that “A sales process is being run for the project.” FRV was awarded the project in a reverse auction conducted by SECI, wherein a 25-year agreement at INR 4.43 per unit was signed.

Bangladesh NBR lifts 15pct VAT on solar panel import

The Daily Star reported that Bangladesh National Board of Revenue has lifted value added tax on import of solar panels in the face of demand from stakeholders. The move comes two months after the revenue authority slapped a 5 percent advance income tax, 5 percent advance trade VAT and 15 percent VAT on the import of solar modules. Under the latest initiative, the NBR lifted the 15 percent VAT to facilitate fast expansion of the green energy.

A senior NBR official said that “We have exempted the VAT on import to cut cost of solar home systems and encourage its expansion.”

The revenue collector has been offering duty benefit for solar panel import to encourage expansion of solar-based electricity generation.

Until fiscal 2015-16, no tax was applied on solar panels.

The 5 percent AIT was imposed in fiscal 2016-17, said Infrastructure Development Company Ltd, a major financier of renewable energy, in a letter to the NBR at the end of June seeking withdrawal of all taxes on solar module import.

Industry operators feared that new and ongoing green energy initiatives would face spiralling costs if solar panels are to be imported upon payment of high tax.

A number of solar-based initiatives such as solar irrigation, mini-grids, rooftop-based solar home systems and solar power plants are being established in various parts of the country.

Already, 999 solar irrigation schemes, 15 mini-grid and solar rooftops with a combined power generation capacity of 25MW have been established, according to a Sustainable and Renewable Energy Development Authority letter to the NBR.

About 52 lakh solar home systems have already been installed, benefitting 12 percent of the total population in off-grid areas.

The government aims to generate 2,000MW of electricity, or 10 percent of the total production, through renewable energy by 2020.

West Bengal to add over 2,000 MW power capacity in next five years

Economic Times reported that West Bengal, which has been incorporating the latest technologies to reduce transmission and distribution losses, is expecting to add over 2,000 megawatt (mw) of power in the next five years including 300 mw of solar power.

West Bengal Power Minister Sobhandeb Chattopadhyay at the 9th Energy Conclave organised by CII said that "We will be adding over 2,000 mw of power in the next five years. There will be a mix of thermal, solar, hydro and other alternative sources in the capacity addition.”

According to him, the state has made progress in terms of adding capacity in solar power and the present capacity would be to the tune of 200 mw of solar power.

He said that "When we came to power, solar capacity was merely at 1 mw and now the solar capacity would be around 200 mw. At least 300 mw of solar capacity will be added in the next five years of which, around 20 solar projects with 10 mw of each will be coming up in the next three years.”

He also said renewable energy has become an important component in achieving energy security and to diversify the power mix.

The state government has been "introducing latest technologies" to reduce transmission and distribution losses and at the same time is putting in efforts to improve the quality of power, Chattopadhyay said, adding that some old thermal power plants in the state have been dismantled and these will be replaced by modern ones to improve power generating efficiency.

Kwart zonnepanelen onbekend bij netbeheerder

Ongeveer een kwart van de zonnepanelen in de provincie Zuid-Holland is niet geregistreerd bij de netbeheerder. Dit blijkt uit een onderzoek van netbeheerder Stedin. Het bedrijf roept eigenaren op hun zonnecollectoren alsnog aan te melden bij www.energieleveren.nl omdat ze anders geld mislopen.
Stedin bekeek satellietbeelden van wijken in Rotterdam en Delft en legde deze langs de lijst met geregistreerde zonnepanelen. Daaruit kwam naar voren dat 25% van de panelen niet is doorgegeven aan Stedin.

Leveren aan het net
Als de steekproef representatief is voor het verzorgingsgebied van Stedin in de provincies Zuid-Holland en Utrecht zou voor 81,5 megawatt aan vermogen zonnestroom onbekend zijn. Omgerekend zijn dat 326.000 zonnepanelen.
Wie meer zonne-energie opwekt dan verbruikt, levert stroom terug aan het net. De consument krijgt hiervoor een bedrag per kilowattuur. Als zonnepanelen niet geregistreerd zijn, gebeurt dit niet.

Registratie van zonnepanelen is ook nodig voor de netbeheerder om het elektriciteitsnet goed te kunnen beheren en vraag en aanbod van stroom op elkaar af te kunnen stemmen. Registratie is ook noodzakelijk om monteurs veilig aan het elektriciteitsnet te kunnen laten werken.

Volgens Stedin is nu voor het eerst vastgesteld dat niet alle consumenten hun zonnepanelen registreren. Dit werd wel vermoed.

Meer zonnepanelen
Het aantal zonnepanelen groeit hard. Hun invloed op het elektriciteitsnet wordt steeds groter. Afgelopen halfjaar groeide het zonnevermogen van huishoudens in het Stedin-gebied met 45 megawatt. Dat is twee keer zoveel als dezelfde periode vorig jaar. De groei van het vermogen zonnestroom op bedrijfsdaken steeg met 32 megawatt tot 112 megawatt.

Dat brengt het geregistreerd zonne-vermogen van huishoudens en bedrijven in Zuid-Holland en Utrecht op 438 megawatt. Een derde staat bij bedrijven.

Constellation begins construction on 10 MW solar array

Constellation, an Exelon company, is breaking ground on a 10 megawatt solar energy project that will account for around 20 percent of the Town of Ocean City’s annual energy use. Sited near the intersection of Routes 50 and 90 (about 10 miles west of downtown Ocean City), the solar array will provide energy for several of the town’s key buildings, including its city hall, convention center, and water plant.

Mayor Rick Meehan said that “This solar array is a leading project of its kind and a true example of the Town of Ocean City’s commitment to renewable energy and a sustainable future for our resort community. Thanks to our continued collaboration with Constellation, in the first year, the Town of Ocean City will receive nearly 6 million kilowatt-hours of electricity from this solar generation project, and a lower energy rate than conventional renewable electricity supply, saving Ocean City taxpayers an expected USD 120,000 per year.”

Upon completion, the solar project will satisfy a key commitment of Exelon’s 2016 merger with Pepco Holdings adding 10 megawatts of solar generation in Delmarva Power’s Maryland service area.

The system is expected to produce more than 5.6 million kilowatt-hours of electricity for the Town of Ocean City and reduce carbon emissions by nearly 4,200 metric tons in the first year, the greenhouse gas equivalent of 899 passenger vehicles driven, according to U.S. Environmental Protection Agency estimates.

Mr Brendon Quinlivan, executive director, Distributed Energy Origination for Constellation said that “We are proud to help the Town of Ocean City support the continued adoption of renewable energy in the state of Maryland. This type of project offers our customers a clean energy solution that blends onsite renewables and contracted offsite renewables, as well as the more traditional power and gas supply contracts provided by Constellation throughout the US.”

EC approves Danish solar and wind subsidy schemes

Wind Power Monthly reported that the European Commission has approved three different schemes to subsidise electricity production from wind and solar power in Denmark for the rest of this year and 2019. The EU executive gave the proposals a green light under the bloc’s state aid rules. The schemes include a multi-technology tender scheme for onshore and offshore wind turbines and solar installations, with a budget of EUR 112 million projects will be selected through two tenders in 2018 and 2019 and will receive support in the form of a premium on top of the market price. Another scheme supports onshore wind for test and demonstration projects outside the two national test centres for large turbines, with an expected budget of EUR 27 million and a transitional aid initiative for onshore wind, with a EUR 5 million budget.

The schemes aim to help Denmark achieve a 50% renewables share in its energy mix by 2030 and to make the country independent of fossil fuels by 2050.

The aid for the three schemes will be granted for a period of 20 years after the installations are connected to the grid. The renewable support schemes are financed from the state budget.

In a statement, the Commission said the three Danish schemes would encourage the development of renewable energy technologies in line with EU state aid rules.

The EU executive also concluded the measures will help Denmark boost the share of electricity produced from renewable energy sources, in line with the environmental objectives of the EU, while any distortion of competition caused by the state support is minimised.

In June, Denmark’s parliament approved plans for a 2030 ‘Clean Energy Plan’, which aimed to boost wind and solar power to help decarbonise the country’s power generation.

The plan also envisages Denmark phasing out its coal-fired power stations by 2030.

Under the compromise agreements that have helped shape Denmark’s 2030 energy plan, taxes on electricity companies have been cut, a move the government says will free up investment in green energy.

Commenting in June, Denmark’s minister for finance Kristian Jensen said the plan was "broad and ambitious" and would ensure "pace and ambition in the realisation of the green transition".

LG Solar, Vaha Energy develop solar system at Los Angeles Lakers

PV Tech reported that Los Angeles Lakers, LG Electronics USA and Vaha Energy have announced a partnership that will see the NBA team’s new practice facility powered by LG solar panels. The 120,000 square foot facility serves as both the Lakers' training facility and the home court of the South Bay Lakers. Vaha Energy installed 456 of the 375W LG NeON 2 solar panels at the site. These panels will generate an estimated 245,000 kWh annually, enough to power 35 homes for a year, with a projected savings of about USD 38,000 per year. The solar installation is also expected to pay for itself in less than four years, according to Vaha.

Garry Wicka, US head of marketing for LG Solar, noted the Lakers project is as the first professional training facility powered by LG Solar panels.

In order to help serve US customers, LG Energy is developing a new solar module factory in the US. Once completed in early 2019, the new US$28 million plant is expected to produce 500MW of high-performance solar panels annually and create about 160 full-time jobs in the area around Huntsville, Alabama.

GA Power to build mount solar projects in Vietnam


PV Tech reported that Singapore based and German-owned developer German ASEAN Power (GA Power) plans to build two solar projects in Ha Tinh Province, Vietnam, totalling up to 58MW. Both projects, which are 100% owned by GA Power, will be of 29MW capacity, with one in Cam Hung commune and another in Son Quang commune, having received approval from the Vietnamese Ministry for Industry and Trade.

The project sites were chosen based on their proximity to grid-connection points, power evacuation capacity as well as the local and regional long-term power demand situation.

GA Power, which has in-house project development, EPC and O&M services, is now in the process of evaluating project partners and suppliers for the financial and technical implementation of the projects by June 2019.

Nigeria banks on solar energy access with renewable collaboration

Energy Live News reported that an African electricity supplier has teamed up with the state owned Nigerian Bank of Agriculture to equip its branches with solar power and boost energy access across the country. Daystar Power and Nigerian Bank of Agriculture have agreed to co-operate to electrify the nation’s rural regions, where it says a “large gap” between electricity production and demand means people suffer from an unreliable electricity supply, which has a negative impact on agricultural productivity.

The organisations say by supplying these areas with sustainable power, they can boost productivity and achieve higher crop yields through better cooling.

Daystar Power will also install solar power systems at the Bank of Agriculture’s 158 branch locations.

Mr Kabir Mohammed Adamu, CEO of the Bank of Agriculture, said that“The Nigerian Government has set itself a target of 30% of renewable energies in the national energy mix by installing new solar plants with a capacity of 30GW by 2030. Our cooperation with Daystar Power will help us achieve this goal.”

Harvest Power recognized as a 2018 Top Solar Contractor in New York

More than 10,600 megawatts of solar power were installed last year in the United States, and local installer Harvest Power LLC has been recognized by Solar Power World magazine for its contributions to the industry. On the magazine's 2018 Top 500 Solar Contractors list, Harvest Power LLC achieved a rank of 180 in North America and is listed on the top 100 for both residential solar contractors and rooftop solar contractors in the United States, coming in at 53rd and 24st respectively. Harvest Power LLC also came in at 12 in the New York State rankings.

The Top Solar Contractors list is developed by Solar Power World to recognize the work completed by solar contractors across the United States. Produced annually, the Top Solar Contractors list celebrates the achievements of U.S. solar developers, subcontractors and installers within the utility, commercial and residential markets, and ranks contractors by kilowatts installed in the previous year.

Kelly Pickerel, editor in chief of Solar Power World said that "Solar Power World is very excited about the 2018 class of Top Solar Contractors. Our 2017 list showed impressive installation numbers after 2016's huge rush to meet ITC requirements, and many companies were hesitant to show unavoidable installation dips after last year's high. We're happy to feature a strong group of thriving US solar installers on the 2018 Top Solar Contractors list. These companies truly are at the top of their markets."

The US solar market had its biggest year ever in 2016, installing more than 15,000 MW. Although installations in 2017 dropped to 10,608 MW, the total still represents 40% growth over 2015 numbers. The year-over-year downturn can be attributed to the large influx of 2016 projects rushing to meet the anticipated expiration of a 30% federal tax credit that was eventually renewed. Last year also saw uncertainty surrounding potential Section 201 tariffs on imported solar panels, which may have led to delayed or canceled projects. While total MW’s of installed solar has dipped from the previous year in the United States, Harvest Power LLC’s total installation volume has increased by over 10% from the previous year.

A major highlight of 2017 was the non-residential market growing 28% year-over-year, the fourth straight year of annual growth for commercial, industrial and community solar. Harvest Power LLC outpaced the commercial, industrial and community solar market growth nationwide by growing by almost 60% in 2017.

Mr Carlo P. Lanza, Managing Member of Harvest Power LLC said that “This is our third consecutive year being ranked inside the top 250 nationally and the first year being listed inside the top 200 nationally. Europese importheffingen op Chinese zonnepanelen stoppen definitief per 3 september 2018

De Europese Unie heeft besloten dat de importheffing op kristallijn silicium zonnecellen en zonnepanelen afkomstig uit China per 3 september 2018 definitief vervallen. Over het onderwerp is deze week gestemd.

Uit interne correspondentie in handen van Solar Magazine blijkt dat het Trade Defence comité van de Europese Raad (red. deze raad bestaat uit de regeringsleiders of gekozen staatshoofden van de lidstaten van de Europese Unie) het voorstel van de Europese Commissie heeft besproken om geen Expiry Review te openen. Het merendeel van de Europese lidstaten heeft daarbij besloten dat de importheffingen zo snel mogelijk stopgezet dienen te worden, te weten per 3 september.

Begin juni onthulde de redactie van Solar Magazine nog dat de importheffingen mogelijkerwijs wel met 1 jaar verlengd zouden worden. De Europese Unie (EU) maakte half maart bekend dat het de importheffing op kristallijn silicium zonnecellen en zonnepanelen die afkomstig zijn uit China per 3 september 2018 wil laten vervallen. Tot 3 juni kon er echter bezwaar aangetekend worden tegen dit voornemen; wat begin juni het geval blijkt te zijn volgens gegevens in handen van de redactie van Solar Magazine. Uit de documenten in handen van de redactie blijkt dat er bezwaar was aangetekend. De Europese Commissie had een zogenaamd ‘Expiry Review’-verzoek ontvangen.

De voorstanders van de importheffing – verenigd in EU ProSun en aangevoerd door SolarWorld-topman Milan Nitzschke – tonen zich in interne correspondentie teleurgesteld dat de Europese Unie de Expiry Review nu naast zich neer heeft gelegd. Zij vrezen dat het stopzetten van de importheffingen alle fabrikanten in de Europese Unie schade toe zal brengen.

De Europese Unie zal het stopzetten van de importheffingen vermoedelijk in de komende dagen via de officiële kanalen bevestigen.

De voorjaarsronde van de SDE+-regeling in 2018 heeft 1.710 megawattpiek en 3.774 beschikkingen aan zonnepanelenprojecten opgeleverd. Maar wat zijn eigenlijk de grootste projecten? Solar Magazine zet het op een rij.
0 - 0,5 megawattpiek: 3.122 projecten (circa 694 megawattpiek)
0,5 - 1 megawattpiek: 398 projecten (circa 284 megawattpiek)
1 - 2,5 megawattpiek: 189 projecten (circa 292 megawattpiek)
2,5 - 5 megawattpiek: 36 projecten (circa 127 megawattpiek)

De gemeenteraad van Voorst stemde afgelopen februari in met met het plan van de familie Gooiker voor een grootschalig grondgebonden zonnepark aan de A1 bij Wilp. De volgende stap is het aanvragen van SDE+-subsidie. BLIX Consultancy leverde het projectmanagement in de ontwikkelfase. Willy en Brigitte Gooiker gaan 35 hectare van de grond van hun agrarische bedrijf gebruiken voor de zonneakker. Het project van ongeveer 145.000 zonnepanelen is het grootste van de voorjaarsronde van 2018.

De gemeente Almere startte al in maart 2017 een aanbesteding voor het realiseren van een zonnepark op bedrijventerrein de Vaart 4. Het doel was om te komen tot een opstalovereenkomst voor de realisatie van het zonnepark. Het opstalrecht hield de verplichting in het perceel tijdens de looptijd uitsluitend te benutten voor het oprichten en exploiteren van een zonnepark met een vermogen van ten minste 15 megawattpiek. Dat zonnepark gaat er nu komen en wordt zelfs 34,5 megawattpiek groot.

De eerste plannen voor dit zonnepark dateren al uit 2012. Destijds kreeg ingenieursbureau Arcadis van XL Businesspark Twente opdracht voor het organiseren van een aanbestedingsprocedure voor de komst van een zonnepark van 23 hectare. De verkoop van grond op het bedrijventerrein voor zware industrie ging vanwege de economische ontwikkelingen echter jarenlang moeizaam en de deelnemende gemeenten in het bedrijvenpark – naast Almelo ook Enschede, Hengelo en Borne – namen een flink verlies. Daar komt met de komst van een zonnepark voor de gemeenten hopelijk een einde aan. Watson & Dickens BVBA wist de SDE+-subsidie voor het zonnepark binnen te halen. Het bedrijf wist in het najaar van 2017 al met succes subsidie aan te vragen voor in totaal 14,9 megawattpiek. Het ging daarbij om logistieke centra in Venlo en Oud-Gastel.

21,9 megawattpiek | Gemeente Hoeckse Waard | Centraal Kantoor Suiker Unie
Suiker Unie is een van de 2 voedselfabrikanten in de top 10 met grootste projecten. De fabriek in Puttershoek – waar het zonnepanelensysteem gepland staat – produceert de droge specialiteiten basterdsuiker en poedersuiker in zowel consumenten- als industriële verpakkingen. Het gaat om een grondgebonden pv-systeem. Het gaat om 7 beschikkingen op dezelfde locatie met een totaal volume van 21,9 megawattpiek. Het gaat om een stuk grond van 19 hectare dat eerder dienst deed voor glastuinbouw en nu dus een nieuwe duurzame bestemming krijgt met goedkeuring van de provincie Zuid-Holland.

13,2 megawattpiek | Gemeente Leeuwarden | Herbo Groenleven
De gemeente Leeuwarden liet Ecorus in 2016 Zonnepark De Zwette I ontwikkelen. Zonnepark De Zwette II wordt gerealiseerd door Herbo GroenLeven. Het zonnepark wordt een maatje groter dan het eerste park, te weten 13,2 megawattpiek groot.
12,1 megawattpiek | Gemeente Noordoostpolder | Zonnewijzer B.V.
Aan de Oosterringweg in Luttelgeest zijn meerdere grote kassencomplexen gevestigd. Op het terrein van een van deze tuinbouwers moet een zonnestroomsysteem op de kassen van 12,1 megawattpiek verrijzen. De familie Alblas, actief in de teelt van snijbloemen, heeft met succes SDE+-subsidie weten aan te vragen.

12 megawattpiek | Gemeente Maastricht | Nazorg Limburg BV
De gemeente Maastricht verleende afgelopen voorjaar vergunning voor de realisatie van een zonnepark op de voormalige stortplaan aan de Postbaan in Maastricht. Met de toekenning van SDE+-subsidie aan Nazorg Limburg BV gaat dit zonnepark er definitief komen.

10,1 megawattpiek | Gemeente Arnhem | Profinergy BV
Gemeente Arnhem selecteerde afgelopen oktober ProfiNRG voor de realisatie en exploitatie van zonnepark Koningspleij Noord. Het zonnepark is 8 hectare groot en telt 19.000 zonnepanelen. Het zonnepark is onderdeel van het New Energy Made in Arnhem-programma, dat in het najaar van 2015 door de gemeenteraad is vastgesteld. Bij de aanleg van het park blijft het landschappelijk karakter behouden. Verder is er het plan een koppeling te maken tussen het zonnepark en het stroomverbruik van schepen en auto’s door middel van walstroomaansluitingen en laadstations voor elektrische voertuigen. Het is de bedoeling dat het zonnepark begin 2019 stroom gaat leveren.

10 megawattpiek | Gemeente Lelystad | Engie Energie Nederland
ENGIE kreeg van de gemeente Lelystad in oktober 2017 een vergunning voor de exploitatie van een zonnepark van 30 hectare bij Flevokust Haven. Het zonnepark van 20 megawattpiek zou 74.000 zonnepanelen krijgen. In de najaarsronde van de SDE+-regeling 2017 wist het bedrijf een subsidie te krijgen voor de plaatsing van 17,1 megawattpiek aan zonnepanelen. Op de ruimte die overblijft van de 30 hectare wordt nu Zonnepark Flevokust 2.0 gerealiseerd. Daarmee staat er straks op de locatie in totaal ruim 27 megawattpiek aan zonnepanelen opgesteld.

9,8 megawattpiek | Gemeente Etten-Leur | Watson & Dickens BVBA
Dit is het tweede project in de top 10 van het Belgische bedrijf Watson & Dickens. Ditmaal gaat het om een dakgebonden zonnepanelensysteem bij SVZ International, leverancier van fruit- en groente-ingedriënten voor diverse foodfabrikanten. De geschiedenis van het bedrijf gaat maar liefst terug tot 1867. Het bedrijf laat het zonnepanelensysteem plaatsen op het hoofdkantoor in het Brabantse Etten-Leur.

Analyse voorjaarsronde SDE+ 2018: meeste aanvragen in Amsterdam, grootste volume in provincie Brabant en gemeente Voorst

Op basis van analyse van de beschikkingen van de eerste subsidieronde uit 2018 van de SDE+-regeling heeft de redactie van Solar Magazine een overzicht samengesteld met gemeenten en provincies die het beste scoren.

Het gaat om 3 verschillende top 10-lijstjes: één met de gemeenten gerangschikt op basis van aantal toegekende zonnestroomaanvragen, één met de gemeenten gerangschikt op basis van het toegekende zonnestroomprojectvolume en één met de provincies gerangschikt op basis van het toegekende zonnestroomvolume.

Voorjaarsronde SDE+ 2018: 1,7 gigawattpiek zon-pv goedgekeurd, 870 megawattpiek afgewezen en 2,4 miljard euro budget over

In totaal zijn er in de voorjaarsronde van de SDE+-regeling 2018 3.774 zonnestroomprojecten goedgekeurd met een vermogen van 1.710 megawattpiek. 595 projecten met een vermogen van 870 megawattpiek zijn afgewezen.

Begin juli werd duidelijk dat er nog 1.587 pv-projecten in behandeling waren van de originele 4.369 zon-pv-aanvragen; goed voor 2,57 gigawattpiek en een budgetclaim van 2.962 miljoen euro.

?De 3.774 goedgekeurde projecten leggen op 2,03 miljard euro van het beschikbare budget beslag. Opvallend is er dat er maar liefst ruim 2,4 miljard euro budget over is.

Sinds 2014 is het volgende volume aan pv-projecten gehonoreerd binnen de SDE+-regeling:

2014: 2.973 stuks, 882,6 megawattpiek (nog te realiseren 315,26 megawattpiek)
2015: 48 stuks, 11 megawattpiek (nog te realiseren 4,71 megawattpiek)
2016 (ronde 1): 831 stuks, 178,75 megawattpiek (nog te realiseren 110,31 megawattpiek)
2016 (ronde 2): 2.047 stuks, 971 megawattpiek (nog te realiseren 905,34 megawattpiek)

CM Mr Naidu inaugurates 2 MW floating solar power plant

Hindu reported that in what could be termed as a giant leap towards generating power in eco-friendly way, Chief Minister N. Chandrababu Naidu inaugurated a 2 MW floating solar power plant built on Mudasarlova reservoir. The power plant envisages saving the burning of 1,540 tonnes of coal a year and release of 300 tonnes of carbon dioxide. As part of the ‘Smart City’ initiative, the solar power plant was built in 20 acres of the reservoir, among the oldest man-made water bodies, on the outskirts of the city, at a cost of Rs. 11.34 crore. The works were executed by DES Engineers of Hyderabad under the supervision of AECOM, consultants for the Smart City projects. The works for the plant began in May this year and prior to it, the reservoir was de-silted at a cost of INR 20 lakh.

As part of the project, solar panels have been installed on bases that floats on water. The bases have bed-like structure at the bottom so that when the water dries up, the panels don’t get damaged.

During his hectic day-long visit to the city, the Chief Minister, after participating in the ‘Jnanabheri’ programme at Andhra University, laid foundation stones for seven other ‘Smart City’ projects worth INR 368.14 crore.

Mr Naidu inaugurated the first-of-its kind ‘All-Abilities’ park that has facilities for the differently abled. Developed by the Greater Visakhapatnam Municipal Corporation (GVMC) as part of Smart Cities Mission, the park was constructed at the cost of INR 3.5 crore. Of the 27 play equipment available at the park, eleven are exclusively meant for differently abled children. Palm-wheel, leg-roller and shoulder-builder are some facility among them.

Rays Power Infra enters solar retail segment

Rays Power announced it has ventured into the retail segment. The company already has a presence in the B2B solar power segment and commissioned projects over 650 Megawatt. The government’s initiative to subsidize rooftop solar installations and encourage the use of renewable energy, especially in the residential and domestic sector, has enabled the firm to step into the retail segment through its group company Rays Future Energy. The company plans to launch around 10 operational stores in the first year of its operations and expand to over 70 stores by 2020 covering major cities in India. The solar development firm will commence its first outlet in Gurgaon by the end of November 2018.

Through a franchise business model, various solar-powered products will be sold to the retail customers, including homeowners and small-scale commercial establishments. Solar power kits of 2 KWp to 20 KWp will be the key offering under this venture. Also the products like solar modules, inverters, solar street and garden lights, solar lanterns, bags, and various will be on offer as well.

Mr Rahul Mishra, CEO, Rays Future Energy said that “The distributed (rooftop) solar business in India is yet to witness the growth it has promised. The sector needs organized private participation from large players to provide quality energy solutions for the residential segment to unlock the large potential that Indian markets offer.”

As part of the firm’s future growth initiative, it will be looking at providing training to its franchise partners and plans to deliver customized energy efficiency solutions to MSMEs and batteries or energy storage solutions.

Government plans 25 GW solar power park in Ladakh region

CleanTechnica reported that government of India has once again floated the idea of setting up a large solar power project in the Ladakh region of its northernmost state of Jammu & Kashmir. The region receives the highest solar radiation per unit area in India. The Minister for New & Renewable Energy and Power, Mr RK Singh, at an event that the central government will issue a single tender to set up a 25 gigawatt solar power park in the Ladakh district of Jammu & Kashmir. The project will deliver power to a transmission point in the neighboring state of Himachal Pradesh for further dispensation.

If implemented, the solar power park will be India’s largest. The current largest solar power park planned and approved by the Indian government is the five gigawatt Dholera solar power park in Gujarat. Phase-wise tenders for this project are expected to be launched soon.

The proposed tender for Ladakh solar power park will also have a component of battery storage. At present, India has no large-scale solar power project equipped with battery storage that has been auctioned by any state or central government.
