President Trump ontkent dat hij dinsdagavond, zodra hij voorstaat, meteen de overwinning zal claimen. Amerikaanse media meldden dit weekend dat die strategie is bedacht door zijn adviseurs.

Bedoeling van zo'n snelle overwinningsclaim zou zijn om het verwachte na-ijleffect van de later getelde per post uitgebrachte stemmen in twijfel te trekken. Die poststemmen komen traditioneel overwegend van Democraten. Republikeinen stemmen nu eenmaal minder per post. Trump kan zijn aanhangers dan voorhouden dat hij al had gewonnen maar dat hem door fraude de overwinning is ontnomen, zo meldden Amerikaanse media op basis van anonieme verklaringen van medewerkers van de president.

Maar tegenover journalisten weersprak de president de aanhoudende berichten dat hij de boel op scherp wilde zetten met een snelle overwinningsclaim. Dat hij niet blij is met de gang van zaken onderstreepte Trump wel nog eens. ,,Ik denk dat het verschrikkelijk is wanneer stembiljetten kunnen worden verzameld na een verkiezing.” Hij kondigde ook aan dat hij verwachtte dat zijn advocaten en juridisch adviseurs meteen aan de slag gaan na de verkiezingsavond, vooral in de belangrijke staat Pennsylvania waar volgens hem grootschalig gerotzooid zou worden.

Er is al langer vrees in de Verenigde Staten dat het op sommige plekken uit de hand kan lopen als Trump verliest. De president heeft zijn aanhangers keer op keer ingeprent dat hij alleen maar kan verliezen door fraude. Er zijn scenario's die rekening houden met gewelddadige confrontaties tussen beide kampen. ,,De polarisatie in het land is ongekend en enorm. Maar dat is even nog wat anders dan over het randje gaan en geweld gebruiken om aan de macht te blijven”, zegt de aan Instituut Clingendael verbonden Amerika-kenner Willem Post. Aan de andere kant hebben we in Michigan gezien dat sommigen wel degelijk over dat randje gaan, zag hij. Een gewapende rechtse militie bestormde het regeringsgebouw van de staat en er waren serieuze plannen de Democratische gouverneur te ontvoeren, uit protest tegen haar coronabeleid.

Spindoctor Kay van de Linde sluit complicaties evenmin uit. Trump heeft er met wat dubbelzinnige uitspraken over een mogelijke wisseling van de wacht zelf voor gezorgd dat het een scenario is geworden, zegt hij. ,,Dus daar moet je dan rekening mee houden. Trump is narcistisch genoeg om niet op te stappen”, aldus de voormalige adviseur van onder anderen Pim Fortuyn en die zelf ook achttien jaar politiek actief was bij diverse Amerikaanse verkiezingscampagnes. ,,Als Biden afgetekend wint en zelfs traditioneel Republikeinse staten naar de Democraten gaan, wordt het voor Trump lastig daar nog wat tegenin te brengen”, vermoedt Van de Linde.

Maar als de uitslag ‘close’ is, zal Trump zeker in de tegenaanval gaan. ,,Hij heeft alles van Roy Cohn geleerd (de gevreesde adviseur van de spierballenpoliticus en communistenvreter Joe McCarthy in de jaren 50, red.). Cohns mantra was: ‘nooit opgeven’, ‘altijd harder terugslaan’ en ‘sue the bastards’ (sleep de klootzakken voor de rechter). Dat is samengevat al zijn hele leven lang de strategie van Donald Trump.”

De Amerikaanse hoogleraar Lawrence Douglas maakte daar een bestseller over met de alleszeggende titel: Will he go?, vrij vertaald: zal hij zomaar gaan?

Nastoot
Een complicerende factor is dat traditioneel ongeveer een kwart van de Republikeinen en ruim de helft van de Democraten stemt per post. Vanwege corona zijn dat er deze keer nog meer. De verwerking van al die poststemmen gaat extra tijd kosten. Trump en zijn strategen weten al lang dat er na dinsdag een blauwe nastoot zal zijn omdat nu eenmaal meer Democraten per post stemmen. Er komen dus nog heel wat Democratische stemmen bij.

Met zijn herhaalde aanvallen op het postsysteem (Trump en zijn familie stemmen zelf overigens ook per post) heeft de president de geesten in zijn achterban al rijp gemaakt voor spektakel in de verkiezingsnacht, aldus Douglas. ,,Dit zullen de meest vervalste verkiezingen worden uit de geschiedenis”, wist Trump al maanden geleden. Dat er in geval van verlies tal van juridische procedures worden gestart, heeft Trump gisteren weer herhaald.

Heel extreem
Wat opvalt bij Trump is dat als het om iets heel extreems gaat het in werkelijkheid vaak wel een beetje kan meevallen, denkt Post. ,,Hij wakkert gevoelens aan en voert een keiharde politieke campagne, maar ik geloof niet dat Trump van een mogelijk verlies iets heel groots zal maken. Als hij flink verliest zal hij de schuld geven aan de fake media en aan de Chinezen. Hij zal zeggen dat hij er in is geluisd en uiteindelijk verongelijkt vertrekken. Het alternatief is dat hij een burgeroorlog ontketent.”

Dat het de komende maanden net als in 2000 – tussen George W. Bush (Republikein) en Al Gore (Democraat) – een juridisch steekspel kan worden is goed mogelijk. Trumps haastige benoeming van een zeer conservatieve rechter lijkt daarop een voorschot. ,,Hij had volstrekt recht op die benoeming”, zegt Van de Linde die de Democraten krokodillentranen verwijt over de benoeming van rechter Amy Coney Barrett. ,,Biden zou heus hetzelfde hebben gedaan. Maar ik begrijp het gevoel van urgentie van Trump want uiteindelijk kan het neerkomen op een uitspraak van het Hooggerechtshof.”

En de beste president voor de beurs is...
Republikeinse winst bij de Amerikaanse presidentsverkiezingen is goed voor de beurzen, tenminste dat is de gedachte. Maar een analyse van rendementen leert dat Democratische presidenten gemiddeld meer waarde creëren op de beurs.

Biden heeft gezegd dat hij de verkiezingsuitslag zal respecteren. Trump zei dat niet. Wel opmerkelijk, dat Biden dit zegt want Hillary liet nog stemmen opnieuw tellen in een staat., dacht ik(2016).
Gisteren hoorde ik iemand zeggen(WNL), in de VS begint het op de oude Sovjet Unie te lijken met een paar ouwe knarren die strijden om.....
Al is 1 oude knar nog wel vitaal. Hij wordt vergeleken met een beer. De andere met een bang konijn.

Biden victory a good time to cash out or go short
Stephen Givens is a corporate lawyer based in Tokyo.

There is broad consensus -- even among Donald Trump's haters -- that a Biden administration will not meaningfully change the course of the two policy fronts that most directly affect Japan and the rest of Asia: trade and defense.

Though few will openly concede that Trump got it right, geopolitical and domestic U.S. realities will push Biden's trade and defense policies in the same basic direction, not least in treating China as a multi-dimensional rival and threat. Those who say that Biden will be better mostly rely on the simple fact that he is not Trump, compared to whom anyone else, by definition, must be better.

Those who take silent comfort that U.S. trade and defense policies are likely to stay largely unchanged under Biden should instead ponder the implications of Biden's domestic economic policies for the region.

If Biden and the Democratic Party are to be taken at their word, then their economic policies will be indistinguishable from those advocated by Bernie Sanders and Elizabeth Warren -- both of whom stand to be members of a Biden cabinet -- and written into the Democratic National Committee's platform by the party's hard left.

A few highlights: Biden has promised to "put the end to the era of shareholder capitalism," which he describes as "a complete farce." Echoing Sanders' and Warren's attacks on Wall Street, Biden will raise the corporate tax rate from 21% to 28%, and lift income taxes on people earning more than $400,000 annually.

In place of shareholder capitalism, Biden proposes a "more inclusive" system built on labor unions and minorities. Presumably, he means something like Elizabeth Warren's "Accountable Capitalism Act" that would require companies with $1 billion or more of annual revenues to be federally chartered, reserve 40% of board seats for directors elected by the company's employees, and direct companies to "share" profits with a wide spectrum of "stakeholder constituencies" other than shareholders.

The Biden economic program features a full menu of government-financed "investments": the multi-trillion dollar Green New Deal; subsidies for companies trying to compete with China or under financial stress due to COVID-19; across-the-board student loan forgiveness and free college for students from families whose parents earn less than $125,000 annually -- roughly 90% of U.S. households -- and full universal health care.

Biden says he will re-regulate area of the economy that Trump deregulated, most significantly the energy sector. In his last debate with Trump, Biden -- having presumably calculated the political cost in energy-dependent states like Pennsylvania and Texas -- promised a complete "transition" away from fossil fuels and net carbon neutrality by 2050.

The prospect of a Biden victory on Nov. 3 carries both short and long-term risks for the economies of Japan and the rest of Asia.

Short term, a Biden victory will almost certainly trigger a sharp drop in the U.S. stock markets, already jittery at inflated valuations that defy the gravity of the post-COVID-19 real economy. The risk intensifies if the Democrats take both houses of Congress and look capable of pushing through the full monty of the Biden-Sanders-Warren legislative program.

Added to this are three potential short-term time bombs that could further roil the markets: a constitutional crisis set-off by a too-close-to-call election that remains undecided into January 2021; an episode that painfully exposed Biden's mental frailty; and, most frightening, the emergence of hard, disqualifying evidence from Hunter Biden's laptop that showed beyond a doubt that his father had sold political influence to unfriendly foreign powers.

Longer-term, those interested in sustainable macroeconomics, as opposed to politically oriented "sustainable development goals," will scrutinize the math of higher taxes combined with yet more deficit spending and expansion of the Federal Reserve's balance sheet with quantitative easing to fund "free" entitlements and benefits.

The key data points include a current federal deficit in excess of annual GDP and over half the population reliant for basic sustenance on some combination of the Social Security, disability insurance, or some other government assistance, mainly welfare and food stamps.

The U.S. and other governments around the world, including Japan, have managed to keep afloat since the financial crisis of 2008 by an aggressive and coordinated program of issuing government IOUs and printing money, without, so far, encountering hyperinflation or a panic.

Some may have been lulled into believing that the first two arrows of Abenomics -- deficit spending and printing money -- if adopted in concert by all of the major economies, can keep going forever. Yet there remain lingering doubts that the real economy can be propped up indefinitely by the paper economy.

Those predicting that the day of reckoning is nigh have been proven wrong so far, but the economic policies that a Biden administration promises would bring things closer to a climactic tipping point.

That stock markets around the world remain at near-record highs just days before the election invites the inference that they disbelieve the polls and expect a Trump victory. If you believe the polls and expect a Biden victory now is the time to cash out or go short.

Trump Administration Funds Plasma Company Based In Owner’s Condo

Former GOP Sen. Rick Santorum, who has a financial stake in the obscure company, lobbied senior U.S. government officials for funding.

An obscure South Carolina company may be in line for millions of dollars in U.S. government funding to produce a coronavirus treatment after a former Republican senator with a financial stake in the business lobbied senior U.S. government officials.

Plasma Technologies LLC, has received seed money to test a possible COVID-19-fighting blood plasma technology. But as much as $65 million more could be on the way, a windfall for the company that operates out of the founder’s luxury condo, according to internal government records and other documents obtained by The Associated Press.

The story of how a tiny business, which exists only on paper, has managed to snare so much top-level attention is emblematic of the Trump administration’s frenetic response to the coronavirus pandemic.

And it’s another in a series of contracts awarded despite concerns over their proposals voiced by government scientists. The others include an $21 million study of the heartburn drug Pepcid as a COVID therapy, and more than a half-billion dollars to ApiJect Systems America, a startup with an unapproved medicine injection technology and no factory to manufacture the devices. In addition, a government whistleblower claimed that a $1.6 billion vaccine contract to Novavax Inc. was made over objections of scientific staff.

At the center of these deals is Dr. Robert Kadlec, a senior Trump appointee at the Department of the Health and Human Services, who backed the Pepcid, Novavax and ApiJect projects. Records obtained by the AP also describe Kadlec as a key supporter of Plasma Tech, owned by Eugene Zurlo, a former pharmaceutical industry executive and well-connected Republican donor. Three years ago, Zurlo brought Rick Santorum, who spent 12 years as a GOP senator from Pennsylvania, aboard as a part-owner.

Kadlec has come under pressure from the White House to act with more urgency and not be bound by lower-level science officials whom Trump has castigated as the “deep state” and accused of politically motivated delays in fielding COVID-19 vaccines and remedies.

The AP reached out to more than a dozen blood plasma industry leaders and medical experts. Few had heard of Zurlo’s company or its technology for turning human plasma into protein-rich antibody therapies, and would not comment.

Zurlo said in an email that the shortage of plasma from recovered COVID-19 patients, which is needed to make these therapies, underlines the need for the technology he’s patented to harvest as many of these proteins as possible.

In early April, shortly after Congress supplied hundreds of billions of dollars to combat the pandemic, Santorum stepped up his sales pitch for Plasma Technologies and the process the company has described as “disruptive and transformative,” according to the records.

In mid-August, the federal government awarded Plasma Technologies a $750,000 grant to demonstrate that it could deliver on its promises.

HHS would not comment when asked whether Santorum’s public backing of the president helped the company he has a financial stake in getting a government contract.

Santorum told the AP it would have been a “crime” if he hadn’t used his influence to get Plasma Technologies recognized.
