Podolyak ( Advisor to the Ukraine's presidential Office ) estimated Ukraine’s current needs at 150-200 tanks, about 300 armored vehicles, 100 artillery systems, 50-70 multiple launch rocket systems, including HIMARS, as well as 10-15 anti-aircraft defense systems to close the sky.

Belgium’s trade in Russian diamonds continues despite moral pressure
Poland and the Baltic states are pressing for diamonds to be included in the EU’s next round of sanctions

Aleisurely stroll through Antwerp’s diamond district takes only five minutes. Yet through just one sq km in a drab quarter of Belgium’s second city pass 86% of the world’s rough diamonds. Into Antwerp’s nondescript concrete offices arrive billion-year-old gemstones from the faraway depths of mines in Botswana, Canada, South Africa, Angola – and Russia.

Despite the atrocious war in Ukraine that has halted billions of dollars in trade, Belgium continues to import diamonds from Russia, albeit in much diminished quantities.

The EU has stopped importing Russian coal, is phasing out most Russian oil and has stopped buying numerous Russian goods, including gold, caviar and vodka. Yet diamonds have evaded the sanctions list again and again. The omission is even more striking as the trade affects only one EU member state – Belgium – which has always said it would not block a ban.

Trade has continued despite moral pressure from Ukraine’s president, Volodymyr Zelenskiy. Peace was worth “more than any diamonds”, he told Belgium’s parliament in March.

Exchanges have gone on, although Russia’s diamond company, Alrosa, is controlled by the Russian state. Russia and the republic of Yakutia, the vast north Siberian region that is home to most of the company’s mines, together own 66% of Alrosa. Alrosa’s chief executive, Sergei Sergeevich Ivanov, was one of the first oligarchs to be sanctioned by the US on day one of Russia’s invasion of Ukraine. His father, Sergei Borisovich Ivanov, a former Russian defence minister, also under US sanctions, is said by Washington to be one of Vladimir Putin’s closest allies.

Furthermore, the company has funded a B-871 combat submarine – named the Alrosa – according to internal company literature and the European Commission. The Alrosa submarine returned to the seas in June after an eight-year upgrade that included fitting the vessel with Kalibr cruise missiles, Russian state news agency Tass reported in June.

In September, EU officials referred to Alrosa’s funding of the submarine as a reason to place the diamond miner under EU sanctions, according to a draft seen by the Guardian. But when the final draft was approved, Alrosa had vanished from the list. It was at least the second time it had disappeared at the last minute. “It was a weird pattern,” said one EU diplomat. “We got it [diamonds] in the proposal of the European Commission and then in the last hours, we received information that it was not in there.”

Poland and the Baltic states are again pressing for diamonds to be included in the EU’s next round of sanctions – the ninth – which senior officials have promised before the end of the year.

Meanwhile, the US has banned the import of non-industrial diamonds from Russia, while the UK sanctioned Alrosa in March. But neither country has such a large diamond trading centre as Belgium.

After Russian retreat from Kherson, shellings from the left bank of became a frequent occurrence. Only on 19/11, at least 5 shellings of different parts of the city were reported.

Shelling occur not only in Kherson area but also in all other places over the right bank. For example damage after recent strikes in Beryslav and Kozatske areas.
There were already reports about both wounded and killed civilians.

'Prigozjin werkt aan parallelle Russische wereld'

In Rusland gaan geruchten rond dat de nieuwe generaal der Russische strijdkrachten - Sergej Soerovikin - op de loonlijst zou staan bij Jevgeni Prigozjin, het brein achter huurlingencommando Wagner. Volgens onafhankelijk nieuwsmedium TV Rain zouden Soerovikin en Prigozjin naast een vriendschap ook een zakelijke relatie onderhouden.

Er heerst nog wel enige onduidelijkheid over die zakelijke relatie, duidt Europaverslaggever Geert-Jan Hahn. Waar Michail Fischmann, van TV Rain, stelt dat Soerovikin op de loonlijst staat bij Prigozjin, daar is dat lastig hard te maken. 'Misschien klust hij bij', stelt Hahn. 'Ik weet niet of én op de payroll van Prigozjin zou staan én vanuit de staat krijgt betaald. Maar hoe dan ook is het frappant te noemen: de commandant der strijdkrachten in Oekraïne die niet in dienst van het Kremlin opereert, maar in dienst van een oligarch die uit is op meer macht.'

Parallel machthebber

Volgens Fischmann zou Prigozjin hebben gezegd dat hij zichzelf ziet als 'parallel machthebber'. Hahn: 'We wisten al dat mannen als Prigozjin en de Tsjetsjeense leider Ramzan Kadirov veel gedaan krijgen bij het Kremlin, en dat als ze roepen om ontslag van generaals dat het ze vaak lukt. Maar ik heb nagedacht over de benoeming van Soerovikin als generaal, die keuze is misschien wel gemaakt door de militaire baas Gerasimov en minister van Defensie Sjojgoe.'

Hahn vervolgt: 'Prigozjin heeft vervolgens gekeken naar wat zijn macht is, want hij zit nog niet bij de overleggen van de Veiligheidsraad, dus Poetin luistert wat dat betreft nog niet naar hem. Maar wat TV Rain nu beweert, is dat Prigozjin langzamerhand aan zijn eigen Russische wereld bouwt.'

Gewelddadiger

Een wereld die - op het slagveld - ook een stuk gewelddadiger zal zijn. 'Op het slagveld zijn ze druk bezig met het inzetten van de Wagner-groep op twee punten in Oost-Oekraïne', gaat Hahn verder. 'Onder meer bij Bachmoet, maar we weten nog niet hoe dat afloopt. Afgelopen week was er ook een publieke executie van een Rus door Prigozjins Wagner-groep. Die werd met een mokerhamer verbrijzeld.'

Het betrof een Russische staatsburger die was overgelopen naar de Oekraïners, die in zijn gevangenschap een boekje opendeed over de Wagner-groep. Hahn: 'Hij zou hebben gezegd dat de Wagner-groep interne kritiek met de dood bestraft, of als je überhaupt je mond opentrekt. Deze Rus dacht veilig te zijn in Oekraïens gevangenschap, maar hij is door een controversiële gevangenenruil weer in Rusland terechtgekomen, waarop hij werd geëxecuteerd. De beelden daarvan moeten als waarschuwing dienen.'

Gedoogd

Volgens TV Rain worden dit soort praktijken in Rusland gedoogd door onder andere het Kremlin. 'De woordvoerder van Poetin zegt in feite dat het niet hun zaak is en dat het ze dus eigenlijk niet boeit', vervolgt Hahn. 'De militaire bloggers roepen nu allemaal dat het tijdperk van de doodstraf voor verraders weer is aangebroken. En we kennen het beeld van Poetin: aan de ene kant heb je verraders en aan de andere kant heb je vijanden.'

Poetin zei ooit dat verraders als 'insecten' zijn, die 'platgedrukt mogen worden', en dus lijkt Prigozjin vrij spel te krijgen. 'We kennen hem als oprichter van de trollenfabriek in Sint-Petersburg, maar nu is het de vraag of hij met het creëren van een parallelle Russische wereld met eigen mediakanaal, eigen leger, eigen vliegtuigen, geen rapportageverplichting én met de Russische generaal in zijn zak niet te gevaarlijk wordt.'
