Moslims en joden trouwste aanhangers Obama

WASHINGTON (ANP) - Moslims en joden in de Verenigde Staten blijven de trouwste aanhangers van president Barack Obama. Over het algemeen is de waardering voor de manier waarop hij zijn taak uitoefent sterk gedaald. Dat blijkt uit een peiling die onderzoeksbureau Gallup vrijdag heeft gepubliceerd.

In het onderzoek dat tussen 21 januari en 31 juli werd gehouden, waardeerde 78 procent van de moslims en 61 procent van de joden het werk van Obama. De gemiddelde waardering zakte in de peiling naar 48 procent, van 53 in de periode juli-december 2009 en 63 tussen januari en juni 2009.

Mormonen in de VS hebben nog steeds het minste waardering voor het werk van de president. Onder hen heeft maar 24 procent daar waardering voor. In de eerste periode van zijn presidentschap, januari-juni 2009, was het percentage met 43 ook al het laagst.

Obama praat Wall Street niet uit dip

NEW YORK (AFN) - De aandelen in Wall Street noteerden maandag in Wall Street flink lager. Na een lagere opening daalden de koersen verder nadat president Barack Obama gezegd had na te denken over lagere belasting voor ondernemingen.

Obama kondigde geen concrete maatregelen aan en kon de zorgen van de beleggers over de economie niet wegenemen. Later deze week komen cijfers over de Amerikaanse economie naar buiten. Zo moet vrijdag blijken of de werkloosheid in de VS in augustus verder is opgelopen.

Eerder op de dag was bekendgemaakt dat de Amerikaanse consumenten in juli wat meer uitgaven dan in juni, maar tegelijkertijd bleken de inkomens van de Amerikanen minder te zijn gestegen dan verwacht. Er was volop nieuws van het overnamefront, maar dat kon de beleggers kennelijk niet opbeuren.

Genzyme

In het laatste handelsuur stond de Dow-Jonesindex 0,8 procent lager op 10074 punten, de S&P 500-index 0,8 procent lager op 1055 punten en de Nasdaq-index 0,9 procent lager op 2135 punten.

Genzyme steeg nadat deze onderneming liet weten een overnamebod van de Franse farmaceut Sanofi af te wijzen. Intel noteerde lager nadat een overeenkomst was bereikt om een divisie van het Duitse Infineon over te nemen. Dell is met Hewlett-Packard in gevecht om 3PAR over te nemen en 3PAR gaf aan de voorkeur te geven aan Hewlett Packard (HP). De koers van 3PAR daalde prompt, maar die van Dell ging omhoog. HP klom 3 procent, maar deze onderneming maakte ook bekend dat het een programma om eigen aandelen in te kopen doorzet. Bij de grote Fondsen Liet 3M een daling zien na een overeenkomst om Cogent over te nemen. De koers van Cogent vloog daarentegen omhoog.

De euro noteerde 1,2669 dollar, tegenover 1,2680 dollar bij het sluiten van de beurzen in Europa.

Obama Says Economy `Central Mission' as Iraq Combat Ends

President Barack Obama, declaring the U.S. combat mission in Iraq over, used an Oval Office address to cast economic revival as his “central mission” after almost a decade fighting wars abroad that he said weakened prosperity at home.

The president, in a nationally televised speech last night, underscored that he’s focused on the economy at a time when voters are increasingly skeptical of his policies and congressional elections are a little more than two months away.

The more than $1 trillion spent on the wars in Iraq and Afghanistan, along with the sacrifices made by U.S. troops, have “short-changed investments in our own people,” Obama said, leading to record budget deficits and putting U.S. global competitiveness at risk.

“So at this moment, as we wind down the war in Iraq, we must tackle those challenges at home with as much energy, and grit, and sense of common purpose as our men and women in uniform who have served abroad,” Obama said. “They have met every test that they faced. Now it’s our turn.”

The president said the drawdown in Iraq also will allow the military to “apply the resources necessary to go on offense” in Afghanistan, where al-Qaeda continues to plot against the U.S. from the border region with Pakistan.

The 17-minute speech, only the second Obama has delivered from the Oval Office, marked the official end of Operation Iraqi Freedom as the U.S. military shifts to a lower-profile Operation New Dawn, providing assistance and training to Iraqi forces before all remaining U.S. troops leave Iraq next year. In seven years of war, at least 4,421 U.S. personnel have died in Iraq, according to Defense Department figures.

Fulfilling Promise

The occasion also fulfilled a promise Obama made during his campaign to end the war there and redirect U.S. military attention to Afghanistan, where the administration is escalating combat operations.

Obama’s emphasis on the economy, in an address to mark a milestone for U.S. foreign policy, indicated the importance of jobs and growth to the administration and congressional Democrats.

The U.S. is still struggling in the aftermath of the worst recession in more than 70 years. The economy grew at a 1.6 percent annual rate in the second quarter and the unemployment rate is forecast by the administration to average 9.7 percent this year.

The president said Aug. 30 his economic advisers are examining “additional measures” to boost the economy, such as spending on infrastructure and clean-energy projects and possible additional tax breaks. He proposed no new steps in last night’s speech.

Limited Options

The president’s options to boost jobs and stimulate growth are limited between now and November by concerns about a deficit projected to hit a record $1.47 trillion this year and by the congressional elections.

“Our most urgent task is to restore our economy and put the millions of Americans who have lost their jobs back to work,” Obama said. “This will be difficult. But in the days to come, it must be our central mission as a people, and my central responsibility as president.”

Obama, who as a U.S. senator opposed then-President George W. Bush’s 2007 decision to add more forces to Iraq, urged opponents and supporters to “turn the page” on the divisions caused by the war. He spoke to Bush yesterday afternoon as he flew to Fort Bliss in El Paso, Texas, to visit with troops returning from Iraq.

“It’s well-known that he and I disagreed about the war from its outset,” Obama said, sitting behind the same desk used by Bush when he announced the U.S.-led invasion of Iraq in 2003. “Yet no one can doubt President Bush’s support for our troops, or his love of country and commitment to our security.”

Republican Reaction

Republicans highlighted Obama’s opposition to the Iraq war and his criticism of Bush’s troop surge, which was designed to quell sectarian violence.

“President Obama was wrong to be against the war in the first place, he was incorrect about the surge, and he still fails to recognize the strategic importance of the United States being in Iraq,” Oklahoma Senator Jim Inhofe said in a statement. “Looking back, we see that President Bush made the right decision.”

Obama has faced opposition in his own party for increasing U.S. troop strength in Afghanistan, where he said the U.S. will keep more troops “for a limited time.”

“We’re training Afghan security forces and supporting a political resolution to Afghanistan’s problems,” he said. “And next August we will begin a transition to Afghan responsibility.”

Troops Remain

Even as the combat mission ends in Iraq, Obama cautioned that U.S. involvement with the country continues. Fifty thousand U.S. troops remain to help train Iraqi security forces, protect civilians and pursue terrorists, and civilian workers are helping Iraq form a government following March’s parliamentary elections.

“Our combat mission is ending, but our commitment to Iraq’s future is not,” Obama said. “Only Iraqis can build a democracy within their borders. What America can do and will do is provide support for the Iraqi people as both a friend and a partner.”

Obama Marks Shift From Iraq as Risks for U.S. Remain

President Barack Obama will give the second Oval Office address of his presidency to mark the transition from a U.S. combat role in Iraq, a shift that won’t end the risks to administration policy or to American troops.

Obama made a promise to wind down the war in Iraq a central element of his presidential campaign, and in tonight’s speech he’ll be able to fulfill that vow while also focusing on broader national security goals and the fight in Afghanistan.

Obama “is now able to make good on his pledge,” said Charles Kupchan, a senior fellow at the Council on Foreign Relations in Washington. “But he has to be very cautious in doing so because the United States is by no means out of the woods in Iraq.”

The official shift from Operation Iraqi Freedom to a lower- profile Operation New Dawn means the U.S. changes to an “advise and assist” role for Iraqi forces. Since it began with the U.S.-led invasion in March 2003, the war has cost $750 billion and the lives of at least 4,421 Americans. In the U.S., 53 percent of the public said history will judge the war a failure, according to an Aug. 5-8 Gallup poll.

While the number of U.S. troops has dropped below 50,000 and Iraqi forces are taking over responsibility for security, insurgents and extremist groups continue to stage attacks.

War ‘Not Over’

“The Iraq War is not over and it is not ‘won,’” said Anthony Cordesman, a military expert at the Center for Strategic and International Studies, a nonpartisan research organization in Washington. “This is not a situation where the president is claiming victory.”

Frederick Kagan, director of the Critical Threats Project at the American Enterprise Institute, a Washington-based policy research group, said the U.S. must maintain a long-term political and military presence in Iraq. The country is still ill-equipped to defend itself, and stability in Iraq is “a core American national security interest,” he said.

In his television address, scheduled for 8 p.m. Washington time, Obama ought to “drop this rhetoric that we’re going to end this war and have all American forces out by December 2011,” Kagan said in a conference call.

There’s a danger of saying “things that can be construed as ‘mission accomplished.’”

Former President George W. Bush’s May 1, 2003, appearance aboard the aircraft carrier USS Abraham Lincoln under a “Mission Accomplished” banner became a focal point of war critics as insurgent violence increased and U.S. casualties rose over the next several years.

‘Watershed Week’

“You won’t hear those words coming from us,” White House press secretary Robert Gibbs said yesterday.

Obama’s address comes as the administration is also moving to revive the peace process between Israel and the Palestinians.

“It’s kind of a watershed week for the president in the sense that two out of four of the major moving pieces of his Mideast policy are moving into a new stage,” said David Rothkopf, a visiting scholar at the Carnegie Endowment for International Peace.

Gibbs said that, in his speech, the president will put Iraq into “a bigger context of what this drawdown means for our national security efforts both in Afghanistan and in Southeast Asia, and throughout the world as we take the fight directly to al-Qaeda.”

The transition also means that “the responsibility of charting the future of Iraq, first and foremost, belongs to the Iraqis,” Gibbs said.

Focus on Afghanistan

As the U.S. has decreased its footprint in Iraq, Obama has shifted personnel and resources to Afghanistan, which the president has called the “epicenter” of the terrorist threat to the U.S.

Stephen Hadley, Bush’s national security adviser, said in an interview that the former president’s decision to deploy more than 20,000 extra troops in early 2007 to quell violence and provide greater security in such places as Baghdad and Anbar Province helped create conditions allowing for the withdrawal.

“For the Obama administration, Iraq has gone from a problem to be shed, to a burden to be borne, to finally, in the words of Vice President Biden, ‘an opportunity for a success’ for this administration,” he said.

“I’ll be the first to give them credit, but they in turn need to credit President Bush for the surge” of troops that “was essential to get the violence down,” Hadley said.

Call to Bush

Obama called Bush this morning from Air Force One as the president traveled to Fort Bliss in Texas to meet with U.S. troops, Bill Burton, deputy press secretary, told reporters.

In advance of Obama’s address, House Republican leader John Boehner of Ohio will speak to a convention of the American Legion and remind the veterans group that Obama criticized Bush’s escalation.

“This day belongs to our troops, whose courage and sacrifices have made the transition to a new mission in Iraq possible,” Boehner will say, according to excerpts released by his office. “Some leaders who opposed, criticized, and fought tooth-and-nail to stop the surge strategy now proudly claim credit for the results.”

Obama is traveling this morning to Fort Bliss, Texas, home of the 1st Armored Division, to meet with soldiers, many of who have returned from Iraq. More than 200,000 troops have been trained at the base in El Paso, Texas, and sent to Iraq since 2003.

The number of U.S. military personnel swelled to about 170,000 in 2006 and 2007 during the height of the Iraqi insurgency. The U.S. has withdrawn 70,000 troops in the past year and closed 500 bases as part of the drawdown. The Iraqi Security Forces, with its 660,000 personnel, have been in the lead for more than a year now.

While recent high-profile attacks are “a concern,” none of them “come anywhere close to destabilizing the government or the country,” U.S. Navy Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, told reporters traveling with him to Stuttgart, Germany. “We’re way beyond that.”

Obama: banengroei onvoldoende

WASHINGTON (AFN) - President Barack Obama geeft volgende week meer duidelijkheid over zijn plannen om de Amerikaanse economie te stimuleren. Hij zei dat vrijdag, toen nieuwe cijfers over de werkgelegenheid werden bekendgemaakt.

Obama wees erop dat in de particuliere sector duizenden banen zijn geschapen, maar de cijfers zijn naar zijn mening nog niet goed genoeg en er zal meer moeten gebeuren om de economische problemen aan te pakken. Het Witte Huis staat onder druk omdat de werkloosheid hoog blijft en er in november congresverkiezingen worden gehouden.

Obama zei dat het economisch herstel nog niet krachtig genoeg is en dat het land een versnelling van de groei van het aantal banen nodig heeft. Afgelopen maandag zei hij al lagere belastingen voor burgers en bedrijven te overwegen.

Obama wil af van voordeel olieconcerns

WASHINGTON (AFN) - De Amerikaanse president Barack Obama overweegt om te stoppen met belastingvrijstellingen voor olie- en gasbedrijven om zo een bijdrage te leveren aan het plan om 50 miljard (35 miljard euro) te pompen in nieuwe wegen, sporen en vliegtuigen te bouwen. Dat heeft een overheidsfunctionaris maandag bekendgemaakt.

De actie moet de kwakkelende economie oppeppen. Het is de bedoeling om projecten voor hogesnelheidstreinen te vervroegen en het overbelaste systeem voor de luchtverkeersleiding efficiënter te maken. Vele werklozen moeten ook aan de slag om de Amerikaanse snelwegen op te knappen. Obama wil daarnaast een impuls voor spoorbedrijf Amtrak, dat een groot deel van het passagiersvervoer in de VS verzorgt.

Het geld moet snel worden uitgegeven om op korte termijn flink meer banen te scheppen.

Zware druk

Obama onthult het plan maandag bij een toespraak in Wisconsin ter gelegenheid van Labor Day. Onduidelijk is hoe de president goedkeuring wil krijgen van het Congres voor de verkiezingen in november. De Republikeinse oppositie was eerder al tegen een plan van 800 miljard dollar aan economische impulsen.

Obama staat onder zware druk voor de verkiezingen voor het Congres in november. Zijn Democratische partij stevent af op een fiks verlies aan zetels.

Woensdag komt Obama naar verwachting met een volgende deel van zijn economie-impuls. Het gaat dan om een serie belastingskortingen voor kleine bedrijven. Dat gaat om circa 100 miljard dollar (71 miljard euro).

Obama: belastingvoordeel voor bedrijven

Het Amerikaanse bedrijfsleven krijgt in de komende twee jaar een belastingvoordeel van 200 miljard dollar (ruim 156 miljard euro). Dat staat in een voorstel dat president Barack Obama woensdag zal presenteren tijdens een toespraak in de stad Cleveland.

Obama hoopt dat de maatregel leidt tot meer werkgelegenheid en investeringen, waardoor de economie kan herstellen. Volgens een regeringswoordvoerder zullen circa 1,5 miljoen ondernemingen profiteren van het plan van Obama.

Het is zeer de vraag of het plan snel kan worden gerealiseerd, zoals het staatshoofd wil. Instemming van het Congres is noodzakelijk en de oppositionele Republikeinen zijn niet genegen Obama te helpen in de aanloop naar de tussentijdse verkiezingen op 2 november. Obama staat onder zware druk. Zijn Democratische partij stevent af op een fiks verlies aan zetels.

Blauwe lucht

Maandag maakte Obama al bekend dat hij overweegt te stoppen met belastingvrijstellingen voor olie- en gasbedrijven om zo een bijdrage te leveren aan het plan om 50 miljard (35 miljard euro) te pompen in nieuwe wegen, sporen en vliegtuigen. De president onthulde zijn plan tijdens een toespraak in Wisconsin ter gelegenheid van Labor Day. Zijn opmerking dat de VS ,,geen sterke economie kan hebben zonder een sterke middenklasse'' werd met gejuich ontvangen door een gehoor van vakbondsleden.

Obama haalde hard uit naar zijn politieke tegenstanders in de hoofdstad Washington. Die zouden minachtend over hem praten, alsof hij ,,een hond'' was. ,,Als ik zou zeggen dat de lucht blauw was, dan zouden zij dat ontkennen'', aldus de president. ,,Als ik zou zeggen dat vissen in zee leven, dan zouden ze dat ontkennen.''

Slogan

Tijdens de bijeenkomst in Wisconsin haalde Obama ook zijn succesvolle campagneslogan van de presidentsverkiezingen in 2008 weer van stal. ,,Persoonlijk denk ik dat 'Yes We Can' meer inspirerend is dan 'No We Can't'', aldus Obama met een sneer naar zijn rivalen.

Die reageerden zoals verwacht uiterst negatief op de plannen van de president. ,,We hebben geen stimuleringsplannen van de overheid nodig'', zei John Boehner, de leider van de Republikeinen in het Huis van Afgevaardigden. ,,Wat we nodig hebben is een einde aan de uit de hand gelopen geldsmijterij van de Democraten en een einde aan hun belastingverhogingen.''

Obama kondigt officieel nieuwe economische stimuleringen aan

WASHINGTON (Dow Jones)--De Amerikaanse president Barack Obama zal woensdag officieel een mix van zakelijke belastingverlagingen en infrastructuurprogramma's onthullen om de economie te stimuleren. De voorgestelde maatregelen worden echter al geconfronteerd met stevige tegenwind van bestuurders en Republikeinse wetgevers.

De voorstellen zullen naar verwachting meer dan $180 miljard kosten en zijn gericht op het wegnemen van de onzekerheid bij bedrijven om beschikbare middelen in te zetten, stellen hoge regeringsfunctionarissen.

Obama zal de economische stimuleringsmaatregelen woensdag onthullen in Cleveland, waar enkele weken geleden de leider van de Republikeinse minderheid in het Huis van Afgevaardigden, John Boehner uit Ohio, een beroep op de president deed om zijn economisch team te ontslaan.

Bedrijven zullen volgens het voorstel investeringen van de belastingen kunnen aftrekken. Daarnaast kondigde Obama afgelopen maandag al aan $50 miljard uit te willen trekken om de infrastrutuur van het land te verbeteren.

De Obama-regering hoopt dat het Congres de voorstellen zal goedkeuren voor het reces voorafgaand aan de verkiezingen in november. De regering erkent echter dat de vooruitzichten op een goedkeuring onzeker zijn, gezien de harder wordende strijd tussen de Republikeinen en de Democraten. De Republikeinen hebben een blokkerende meerderheid in de Senaat en lijken in de aanloop naar de tussentijdse verkiezingen op 2 november niet de helpende hand te willen uitsteken.

De Republikeinen stellen dat ze meer details willen hebben over de voorstellen, voordat ze een besluit nemen. "Het is het oude gezegde, de duivel zit in de details", zegt de Republikeinse senator Charles Grassley uit Iowa in een verklaring. Hij voegde eraan toe: "Zakelijke investeringsinitiatieven klinken goed, maar zullen zij worden betaald op een wijze die de banencreatie onder druk zet?"

De ontevredenheid onder de Amerikaanse kiezers over Obama's aanpak van de economie neemt intussen toe. De regeringsfunctionarissen stellen echter dat, zelfs als de voorstellen niet meteen goedgekeurd zullen worden, ze in ieder geval helpen om de onzekerheid in de economie weg te nemen, doordat consumenten en bedrijven kunnen zien dat de president nieuwe ideeen presenteert om de economische malaise op te heffen.

WASHINGTON (AFN) - De Amerikaanse president Barack Obama ziet niets in het verlengen van de belastingverlagingen voor rijken, die onder zijn voorganger Bush werden doorgevoerd. Volgens Obama kunnen de Verenigde Staten zich dat niet veroorloven.

De belastingverlagingen voor rijken die Bush invoerde, lopen aan het einde van dit jaar af. De regering van Obama is wel bereid om belastingverlagingen voor huishoudens met inkomens van minder dan 250.000 dollar per jaar te verlengen.

,,Voor ieder inkomen boven dit bedrag zullen de belastingtarieven teruggaan naar het niveau onder president Clinton'', aldus Obama. ,,Het is niet dat we deze lui willen straffen, maar omdat we het prijskaartje van 700 miljard dollar niet kunnen veroorloven.''

Obama ligt overhoop met de Republikeinen over de aanpak van het begrotingstekort van 1,47 biljoen dollar (1158 miljard euro). De Republikeinen willen de belastingtarieven de komende twee jaar bevriezen. Volgens Obama zijn zij fiscaal onverantwoord bezig.

Amerikanen vinden Obama goede legerleider

WASHINGTON (ANP) - Amerikanen vinden dat hun president Barack Obama beter is als leider van het leger dan als redder van de economie. De Quinnipiac University meldde dat donderdag na een opiniepeiling.

Van de Amerikanen vindt 53 procent dat Obama een goede 'commander in chief' is. Daarentegen vindt slechts 39 procent dat hij goed bezig is met de economie. De universiteit noemt het bijzonder dat een Democratische president beter scoort met zijn militaire optreden dan met de economie.

Slechts 44 procent vindt dat Obama het goed doet als president. ,,Het goede nieuws voor president Obama is dat zijn achting bij het Amerikaanse volk niet verder is verslechterd'', zei assistent-directeur Peter Brown van het peilingsinstituut van de universiteit. ,,Het slechte nieuws is dat hij op recordlage niveaus blijft en dat er in november verkiezingen voor het Congres en de Senaat voor de deur staan.''

De peiling is gehouden toen Obama recent het einde van de acties in Irak aankondigde.

Obama roept op tot tolerantie

WASHINGTON (ANP) - De Amerikaanse president Barack Obama heeft vrijdag in Washington de Amerikanen opgeroepen tot religieuze tolerantie. ,,Wij moeten er zeker van zijn dat wij ons niet onderling tegen elkaar keren. Wij zijn één natie onder God, en we mogen die God verschillende namen geven, maar we zijn één natie'', aldus Obama.

Hij veroordeelde het optreden van een predikant uit het noorden van Florida die zaterdag korans wilde gaan verbranden om uiting te geven aan zijn islamofobie.

Obama citeerde zijn voorganger George Bush, die president was toen het noordoosten van de Verenigde Staten 11 september 2001 werd opgeschrikt door een reeks bloedige zelfmoordaanslagen. Die waren het werk van islamitische extremisten uit vooral Saudi-Arabië en Egypte. Obama herhaalde Bush',,kraakheldere boodschap'' van kort na de aanslagen: ,,De VS zijn niet in oorlog met de islam, maar met terroristen en moordenaars''.

WASHINGTON (ANP) - President Barack Obama van de Verenigde Staten heeft benadrukt dat zijn land niet in oorlog is en zal zijn met de islam. ,,Het was al-Qaeda dat ons aanviel, een zielige groep mannen die geloof verkeerd aanwenden'', zei Obama zaterdag bij het Amerikaanse ministerie van Defensie in Washington. Hij sprak ter gelegenheid van de negende herdenking van de aanslagen in New York en Washington.

Obama zei dat de tegenstander ,,geen partij'' is voor de Amerikaanse troepen, die nu actief zijn in Afghanistan en het Iraakse leger trainen. ,,Op de dag dat zij besluiten tot vernietigen, beslissen wij tot opbouwen'', zei de president. Hij zei dat de tegenstanders zullen proberen de vrijheden van Amerika te testen, maar dat de VS haar waarden en vrijheden zal verdedigen en levend houden.

Jongen nooit meer welkom in VS na uitschelden Obama

BEDFORDSHIRE - De Britse Luke Angel (17) mag nooit meer voet zetten op Amerikaanse bodem, omdat hij een beledigende mail naar president Obama stuurde. Hij maakte Obama onder andere uit voor 'prick' (lul).

Angel schreef de mail toen hij dronken was en net een programma over de aanslagen op 9/11 had gezien. Hij stuurde die naar het Witte Huis. De FBI onderschepte de boodschap en belde de Britse politie die Angel een persoonlijk bezoekje brachten in zijn huis in Silsoe, Bedfordshire. Door zijn actie staat Luke nu op een lijst met mensen die nooit meer de Verenigde Staten binnen mogen.

Ouders niet blij
Luke: "Het kan me niet schelen dat ik verbannen ben, maar mijn ouders zijn er niet echt blij mee. De politieagenten die aan mijn huis kwamen, namen mijn foto en zeiden me dat ik voorgoed Amerika niet binnen mag." Een woordvoerder van de lokale politie: "De mail naar het Witte Huis stond vol beledigingen en bedreigingen."

Obama Among `Small Businesses' Bearing Share of Tax Hike

Senate Republican leader Mitch McConnell says President Barack Obama wants to subject half of all small-business income to a tax increase, a move that he says would strike a blow at the U.S. job-creation engine.

McConnell’s numbers only add up if you consider people like billionaire investor George Soros, most movie stars and Obama himself small-business owners, tax experts say.

That’s because the lawmaker is basing his figure on a broad definition of the term that experts say includes authors, actors and athletes who employ few if any workers. It also encompasses businesses that many people wouldn’t consider small, such as Soros’s hedge-fund firm and major law partnerships.

“Every student who is a part-time Web designer, partner in a law firm with a billion dollars of revenue and investor in a hedge fund gets lumped together in the data, along with real small businesses,” said Ed Kleinbard, a former staff director of the congressional Joint Committee on Taxation and now a law professor at the University of Southern California. “We are being over-inclusive in our use of small-business income.”

McConnell and other Republicans have thrust small business to the center of the fight over whether to extend Bush-era tax cuts or limit the break to couples earning less than $250,000 as Obama wants. The tax cuts for all income levels will expire Dec. 31 unless Congress acts. (To see an interactive chart of the tax debate, click here.)

‘Most Productive’ Firms

Obama and congressional Democrats contend that 97 percent of small businesses will be unaffected by increasing the top two marginal rates, which would go to 39.6 percent from 35 percent, and to 36 percent from 33 percent. The 97 percent figure itself is too broad, since it includes unprofitable firms, consulting income and investment conduits, says Roberton Williams, a senior fellow at the Tax Policy Center in Washington.

McConnell, House Minority Leader John Boehner and other Republicans say even if only 3 percent of small businesses will be hit with the tax increase, they are the “most successful” and generate most of the real business activity.

“The last thing you would want to do is raise taxes in the middle of a recession on our most productive small businesses,” McConnell, of Kentucky, said in a Sept. 15 Fox News interview.

No Employees?

While tax experts such as Kleinbard, Williams and the Obama administration itself say McConnell’s 50 percent figure exaggerates the share of income earned by traditional small businesses, they say they’re unable to rebut the percentage with an accurate one of their own.

The reason is the debate revolves around three types of businesses: partnerships, sole proprietorships and so-called S corporations, which often have one or two shareholders. These structures are popular because they allow profits and losses to be reported on business owners’ personal tax returns without first going through a layer of corporate tax.

Yet the Internal Revenue Service can’t tell if the income comes from a small or large business or whether the entity had any employees at all. Obama, who last year earned more than 10 times as much from his work as an author as he did from his $400,000 presidential salary, reports that business income on his personal tax return the same way as does a shareholder in a machine shop with 50 employees.

Freezing the Rates

McConnell introduced legislation on Sept. 13 that would freeze the current tax rates across-the-board for the next year. He bases his argument on a July 12 finding by the joint tax committee that 50 percent of about $1 trillion of “business income” in 2011 will be reported on about 750,000 tax returns that pay the top marginal rates. He says those are small businesses.

“We believe the nonpartisan joint tax committee is the final authority on the matter,” said McConnell’s spokesman, Don Stewart.

Yet the committee staff report said the data “do not imply that all of the income is from entities that might be considered ‘small.’” Almost 20,000 of those businesses had receipts of more than $50 million, it said.

A Sept. 3 report by the Congressional Research Service, a nonpartisan agency that analyzes issues for lawmakers, said the tax committee also counted many businesses that have no employees other than the owner. More than 21 million of the country’s 27 million businesses have no workers, according to the U.S. Census Bureau; 1.9 million pay taxes as corporations and wouldn’t be affected by increases in individual tax rates.

Poor Targeting

Jane Gravelle, who wrote the research service report, says small businesses with employees will pay 12 percent of the taxes generated by increasing the top marginal rates.

“Across-the-board tax cuts for high-income individuals are not efficiently targeted to small businesses,” Gravelle wrote.

The Tax Foundation, a Washington research group that favors lower taxes, calculated differently, on an assumption that income is always taxed at the owners’ top rate, and concluded the small businesses will pay 39 percent of the share.

“Small business is whatever you want it to be,” said Mitchell Kopelman, chairman of the tax group at Habif, Arogeti & Wynne LLP, an Atlanta-based accounting firm. His firm, which he called “middle-market,” would be counted under McConnell’s definition, he said.

Kopelman said his firm represents many bona fide small businesses whose owners earn enough to face higher taxes under Obama’s proposals.

“They’re concerned,” he said. “Some are going to spend less, they’re going to save less, they’re going to invest less.”

Obama: China doet onvoldoende aan yuan

WASHINGTON (AFN) - China moet meer actie ondernemen om de waarde van de yuan te laten stijgen. Als China dit niet doet, kunnen de Verenigde Staten het land handelssancties opleggen. Dat heeft de Amerikaanse president Barack Obama maandag gezegd.

Volgens Obama is de yuan nog steeds lager gewaardeerd dan de marktcondities eigenlijk aangeven. ,,We hebben gezegd dat ze de munt moeten laten stijgen in samenhang met het feit dat de economie groeit. Jullie worden rijker en exporteren veel. Er moet daarom een aanpassing komen op basis van de marktomstandigheden'', aldus Obama. ,,Ze hebben in theorie ja gezegd, maar niet alles gedaan dat moet worden gedaan.''

Een lagere yuan maakt Chinese producten goedkoper. Dat is goed voor de Chinese export, maar nadelig voor buitenlandse concurrenten. Volgens critici houdt China de yuan op kunstmatige manier laag om Chinese exporteurs te bevoordelen.

Nog ondergewaardeerd

China waardeerde de yuan in juni op en zei toen de wisselkoers van de munt geleidelijk los te zullen laten. Sindsdien is de munt met 1,53 procent in waarde gestegen, maar veel analisten zeggen dat de yuan nog met 40 procent is ondergewaardeerd.

Obama zei dat het Amerikaanse Congres aan maatregelen werkt tegen China bij de Wereldhandelsorganisatie WTO als de yuan niet wordt opgewaardeerd. Zo kunnen importheffingen op Chinese goederen worden opgelegd. Obama zal op de VN-top in New York deze week de zaak bespreken met de Chinese premier Wen Jiabao.

De Amerikaanse minister van Financiën Timothy Geithner zei vorige week dat hij op de komende G20-top in Seoul de belangrijkste economieën zal aansporen om China te dwingen actie te ondernemen.

Populariteit Obama klimt uit dal

WASHINGTON (ANP) - De Amerikaanse president Barack Obama begint iets meer Amerikanen voor zich te winnen. Zijn populariteit klimt uit het dal. Van de Amerikanen vindt 47 procent nu dat hij het goed doet: iets meer dan de 45 procent vorige maand.

Dat blijkt uit een peiling van persbureau Reuters, die dinsdag bekend is gemaakt. Obama begon zijn presidentschap met uitzonderlijk hoge waarderingscijfers, maar die zakten daarna voortdurend.

De ommekeer komt twee maanden voor de verkiezingen voor het Huis van Afgevaardigden en een deel van de Senaat. Van de ondervraagde geregistreerde kiezers zei 46 procent waarschijnlijk op een kandidaat van de Democratische Partij van Obama te stemmen. Zo'n 45 procent zegt vrijwel zeker op een Republikein te gaan stemmen.

De peiling toont ook dat Amerikanen het grote begrotingstekort snel willen terugdringen.

Senaat VS blokkeert homoplan voor leger

WASHINGTON (ANP) - Een poging om openlijke homoseksualiteit in het Amerikaanse leger toe te staan, is dinsdag geblokkeerd door de Senaat. Bij een stemming bleken onvoldoende senaatsleden bereid tot een debat over de verandering.

Om het onderwerp te bespreken waren zestig stemmen nodig, maar slechts 56 senatoren stemden voor en 43 tegen. De leiders van de Democratische fractie in de Senaat proberen het voorstel eind dit jaar opnieuw op de agenda te zetten.

De Democraten willen een einde maken aan het legerbeleid 'don't ask, don't tell' (vraag niets, zeg niets) over homoseksualiteit. De partij van president Barack Obama wil een wetsvoorstel daartoe graag aannemen voor verkiezingen in november. Bij die verkiezingen winnen de Republikeinen mogelijk enkele zetels in de Senaat.

Lady Gaga

Een woordvoerder van president Obama zei teleurgesteld te zijn dat de Democraten niet meer stemmen konden verzamelen voor het voorstel. ,,We blijven proberen'', zei hij.

De Verenigde Staten zijn al een tijd in de ban van het voorstel over openlijke seksualiteit onder militairen. Zangeres Lady Gaga sprak dinsdag een betoging toe in Portland voor opheffing van het verbod. Critici menen dat het verbod op homo-uitingen strijdig is met de mensenrechten. Het zou ook de Amerikaanse veiligheid in gevaar brengen, omdat zo'n 14.000 militairen erdoor ontslag hebben genomen.

Daarentegen pleit oud-presidentskandidaat en senator John McCain tegen opheffing van het verbod nu. Hij wil eerst een studie naar de gevolgen voor het leger. Topgeneraal James Amos zei senaatsleden dinsdag dat de meeste militairen bij de marine het verbod in stand willen houden. Amos, die de leiding van de US Marines binnenkort overneemt, stelde dat hij zelf ook tegen is: ,,Ik vrees dat een verandering nu de mariniers afleidt van de strijd in Afghanistan''.
